The USD 1 billion Bauxite-Alumina Mining Industrial Complex, spanning nearly 9,000 hectares (Laos' largest Vietnamese mining investment), began construction in late 2022. It received fresh Lao government approval in September 2025 after mining studies and site clearance. Once fully operational, the aluminum smelter is expected to produce up to 1 million tonnes annually, with production starting in 2028. The project supports Laos' industrial growth, energy needs, and potential exports while strengthening Vietnam-Laos economic ties.

Overseas Alumina Transaction: On February 5, 2026, 30,000 mt of alumina was transacted overseas at a transaction price of $309/mt FOB Western Australia or $306/mt FOB Eastern Australia, with shipment scheduled for April. The previous transaction occurred on February 4 at a price of $310/mt FOB Eastern Australia or $313/mt FOB Western Australia, also for April shipment, with the source of goods to be selected by the seller.

Overseas Alumina Transaction: On February 5, 2026, 30,000 mt of alumina was traded overseas at a transaction price of $331/mt FOB Brazil, with shipment scheduled for April. The previous transaction occurred on January 28 at a price of $327/mt FOB Brazil, with shipment scheduled for March.

High-purity alumina producer Alpha HPA recently raised $225 million through an institutional placement, with the National Reconstruction Fund Corporation (NRFC) pre-committing $75 million. Existing shareholders, including Australian pension fund AustralianSuper and chemical company Orica, also participated in this round of financing, though some committed amounts remain undisclosed. Of the funds raised, $210 million will be directly allocated to the construction and commercialization of Phase 2 of the HPA Stage 1 project, $5 million will be used to enhance the capacity of Phase 1, and the remaining $10 million will be allocated to general corporate operations and expenses related to this issuance.
