We will improve and upgrade consumption, support consumption of new-energy vehicles, elderly care services, education, medical care, culture and sports services, and foster new types of consumption. We will give full play to the key role of investment, make good use of funds from the central budget and special bonds of local governments, accelerate the development of 102 major projects in the 14th Five-Year Plan period and other major projects for economic and social development, accelerate the implementation of projects. We will ease market access for private investment, increase financing support for private investment, and encourage more private capital to participate in major national projects and projects that strengthen weak links. "
