Opinions on promoting the implementation of Ultra-low emissions in Iron and Steel Industry

Promoting the implementation of ultra-low emissions in the iron and steel industry is an important measure to promote the high-quality development of the industry, promote industrial transformation and upgrading, and help win the blue sky defense war. In order to implement the "report on the work of the Government" and the opinions of the CPC Central Committee and the State Council on comprehensively strengthening the Protection of the Ecological Environment and resolutely fighting the difficult War of pollution Prevention and Control, "the State Council has issued a three-year action plan to win the battle to defend the blue sky. Notice of the drawing of the "relevant requirements, etc., We will strengthen guidance to various localities, clarify the tasks of enterprise transformation, and put forward the following opinions.

I. General requirements

(1) guiding ideology. Guided by Xi Jinping's thought on Socialism with Chinese characteristics for a New era, we will thoroughly implement the spirit of the 19th CPC National Congress and the second and third Plenary sessions of the 19th CPC Central Committee, and fully implement Xi Jinping's thought on ecological civilization and the requirements of the National Ecological Environment Protection Conference. We should adhere to the general tone of seeking progress while maintaining stability, adhere to the new concept of development, persist in promoting high-quality development, persist in taking supply-side structural reform as the main line, make more use of market-oriented and rule-of-law means, and better play the role of the government. We will promote the implementation of ultra-low emissions in the iron and steel industry, realize environmental management in the whole process and the whole process, effectively improve the quality and efficiency of the development of the iron and steel industry, significantly reduce the emissions of major air pollutants, and promote the continuous improvement of ambient air quality. To provide strong support for winning the battle to defend the blue sky.

(2) basic principles.

We will continue to highlight the key points and advance them step by step. Taking the improvement of ambient air quality as the core, focusing on the target task of winning the blue sky defense war, in Beijing, Tianjin, Hebei and its surrounding areas, the Yangtze River Delta region, Fenwei Plain and other key areas for air pollution prevention and control (hereinafter referred to as key areas), See schedule 1) to take the lead in determining the tasks of regional and phased transformation in accordance with the general tone of the work of seeking progress while maintaining stability and comprehensively considering technical, economic, market and other conditions.

Adhere to classified management, comprehensive measures. According to the emission characteristics of the industry, the index limits and control measures for organized emission, unorganized emission and bulk material product transportation are put forward in different categories. We will adopt comprehensive tax, fiscal, price, financial, environmental protection and other policies, and take a variety of measures to promote implementation at the same time.

Adhere to the main body of enterprises, the guidance of the government. Strengthen the responsibility of the main body of the enterprise, increase the investment of funds, strictly control the quality of the project, strengthen the operation and management, and increase the joint punishment of multiple departments; We will give full play to the role of the government, form effective incentives and constraints, enhance service awareness, and help enterprises formulate comprehensive management plans.

(3) main objectives. In principle, newly built (including relocated) iron and steel projects throughout the country should reach ultra-low emission levels. We will promote the transformation of ultra-low emissions in existing iron and steel enterprises. by 2020, significant progress will be made in the transformation of ultra-low emissions in key regional iron and steel enterprises. we will strive to complete the transformation of about 60 percent of the production capacity and advance the transformation of ultra-low emissions by iron and steel enterprises in other regions in an orderly manner. By the end of 2025, the ultra-low emission transformation of iron and steel enterprises in key regions will have been basically completed, and the country will strive to complete the transformation of more than 80 percent of its production capacity.

II. requirements for ultra-low emission targets for iron and steel enterprises

(3) to implement the policy of differential electricity price. We will strictly implement the differential electricity price policy in the iron and steel industry. For iron and steel enterprises that have not completed ultra-low emission transformation within the time limit, the provincial governments may implement a price increase policy on the basis of the current catalogue sales price or transaction price. Conditional areas should study the establishment of differential electricity price policy based on pollutant emission performance of iron and steel enterprises, and promote the ultra-low emission transformation of iron and steel enterprises.

(4) to implement the policy of differential environmental protection management. During the period of heavy pollution weather warning, differential emergency emission reduction measures are implemented for iron and steel enterprises. Among them, if the ultra-low emission transformation has not been completed during the orange and above early warning period, the high emission processes such as sintering, pelletizing, coking and lime kiln should be taken to stop production and limit production. If the differential management should be further strengthened in the key areas and the ultra-low emission transformation has not been completed, the production of high emission processes such as sintering, pellets and lime kilns shall be limited by half during the yellow early warning period; In the orange and above early warning period, sintering, pelletizing, lime kiln and other high-emission processes all stopped production, coking process extended coking time, can not be exempted. When three or more orange or red heavily polluted weather processes are predicted three or more times a month, if the ultra-low emission transformation has not been completed, the production shall be suspended on a monthly basis.

The iron and steel enterprises that have not realized clean transportation should formulate the wrong peak transportation plan and incorporate it into the emergency plan for heavy pollution weather. Iron and steel enterprises in key areas, with the exception of new energy vehicles or vehicles that meet national emission standards, in principle stop the transport of heavy trucks during the orange and above warning period.

(5) strengthening technical support. The Ministry of Ecology and Environment has studied and formulated relevant technical guidance documents for the transformation of ultra-low emissions in the iron and steel industry and revised the emission standards for air pollutants in the iron and steel industry in a timely manner. We will encourage areas with serious air pollution to issue ultra-low emission standards for air pollutants from the iron and steel industry. We will support iron and steel enterprises to cooperate with universities, scientific research institutions, environmental protection engineering and technology companies, and innovate energy-saving and emission reduction technologies. Encourage trade associations and other iron and steel enterprises to build ultra-low emission transformation exchange platform to promote the popularization and application of mature and advanced technology.
