On December 1, 2025, China Daily published a signed article by Li Lecheng, Minister of the Ministry of Industry and Information Technology, titled "Accelerating the Green and Low-Carbon Transformation of Chinese Manufacturing to Promote Global Sustainable Development."
Against the backdrop of deepening global climate governance and accelerating energy revolution, the green and low-carbon transformation of the manufacturing sector has become a universal consensus in the international community. From 2021 to 2024, China supported an average annual industrial economic growth of over 5% with an average annual energy consumption growth rate of around 3%. Green transformation has generated strong new economic momentum. China has built the world's largest new energy industry chain. In 2024, China's total installed capacity of wind and solar power generation exceeded 1.2 billion kW, achieving the 2030 installation target proposed in its Nationally Determined Contributions six years ahead of schedule. More than half of the world's electric vehicles were on Chinese roads.
Over the past decade, China has contributed to a cumulative reduction of over 60% and 80% in the global average levelized cost of electricity for wind power and photovoltaic technology, respectively.
China's renewable energy products are exported to over 200 countries and regions worldwide, meeting more than 80% of global PV module demand and 70% of wind power equipment demand, helping countries around the world, especially developing nations, gain access to clean, reliable, and affordable energy. Taking photovoltaics as an example, from 2021 to 2024, China cumulatively produced approximately 15.6 trillion kWh of PV modules, providing about 3.2 trillion kWh of green electricity globally and helping countries reduce carbon dioxide emissions by approximately 2.54 billion mt.
In September 2025, President Xi Jinping announced China's new round of NDC targets at the United Nations Climate Change Summit. It was clearly stated that by 2035, China aims to reduce net greenhouse gas emissions across the entire economy by 7%–10% from the peak level, increase the share of non-fossil energy consumption in total energy consumption to over 30%, achieve a total installed capacity of wind and solar power generation that is more than six times the 2020 level, striving to reach 3.6 billion kW, and make new energy vehicles the mainstream of new vehicle sales.
Strengthen international cooperation in the green industry. Encourage leading Chinese enterprises in photovoltaics, wind power, lithium batteries, and new energy vehicles to "go global," invest in and construct green energy projects in countries along the Belt and Road Initiative, and promote green infrastructure and transportation solutions.
