On March 26, Vice Minister of Science and Technology Xiang Libin said at the 2022 China Electric vehicle Forum that the price of lithium, nickel and other metal raw materials has risen sharply recently, and the phenomenon of "lack of core" is still troubling automobile companies. these are the hurdles that must be overcome in the process of marketization, and they also require us to ask for answers from scientific and technological innovation.

With regard to the scientific and technological innovation of new energy vehicles in the market-oriented stage, Xiang Libin said that the market should be led and guided by the government, and what the market can accomplish independently should be handed over to the market, and the government should give more support to the research on basic frontiers and common key technologies.

First, we should persevere in strengthening basic research. The forward-looking layout of key core technologies such as all-solid-state batteries and a new generation of electric drive systems based on new materials and devices will shape the core competitiveness of future industrial development. At the same time, in view of the characteristics of basic research, actively explore the organization and implementation, and extensively set up the "Young Scientist" project to face the future global new energy vehicle technology competition, cultivate young scientific and technological forces who are bold in innovation and hard-working; for uncertain technological directions, support the parallel promotion of multiple technological routes, and encourage multi-disciplinary and multi-disciplinary innovation.

The second is to focus on breaking through the bottleneck technology that restricts the development of the industry. In view of the pain points and difficulties faced by the current industry, organize efforts to tackle key problems, and adopt methods such as "uncovering the list" to support relevant enterprises in the research and development of high-safety, all-climate power battery system technology. we will carry out technical research and development of cobalt-free power batteries and low-weight rare earth permanent magnet drive motors, and strengthen the research and development of battery echelon utilization technology. Support the coordination of the upstream and downstream of the industrial chain in tackling key technical problems, platform building, standard formulation, testing and evaluation, and chip boarding.

Third, efforts should be made to create a good environment conducive to innovation. We will speed up the construction of innovation platforms such as national key laboratories and national technological innovation centers in the field of new energy vehicles, and bring together universities, scientific research institutes, upstream and downstream, large, medium, small, medium and small enterprises to serve the development of the whole industry. Work with relevant departments to increase the introduction and training of high-end talents in scientific and technological innovation of new energy vehicles. We will make full use of bilateral and multilateral international cooperation mechanisms to strengthen international scientific and technological exchanges and cooperation around new energy vehicles, low-carbon transportation and climate change, and encourage qualified, basic and capable enterprises to actively integrate into the global innovation chain.

Fourth, vigorously promote the integrated development of new energy vehicles and green energy science and technology innovation. Strengthen the research and demonstration application of hydrogen energy technologies such as green hydrogen production, safe storage, efficient transportation and distribution, help to build a clean hydrogen energy supply system, and support the industrial development of fuel cell vehicles. We will strengthen key core technologies in the fields of renewable energy, clean and efficient utilization of coal, and new power systems, and support the application and demonstration of new technologies such as orderly charging and V2G.
