What is the Impact of the Upgrading Pandemic Control in Ningde on CALT and ATL?

Recently, with the recurrence of the pandemic in China, many domestic new energy leading enterprises fell into rumours of reducing production. Affected by the pandemic, many counties and districts in Ningde city also issued emergency notices announcing that traffic control will be implemented from April 10, including Jiaocheng District, where the headquarters of CALT is located. The control stipulates that all vehicles are prohibited, except for point-to-point non-contact loading and unloading, closed-loop management trucks and emergency vehicles.

Ningde also has a well-known leading enterprise in the digital 3C industry - lithium battery manufacturer ATL. Both CATL and ATL are very famous in the world. The news that the traffic control caused by the pandemic in Ningde may affect the two giants in the industry has attracted great attention from the market.  

At the same time, a screenshot of the management and control information about logistics vehicles of suppliers from Ningde Industry and Information Technology Bureau was circulated on the Internet. It mentioned that all incoming logistics vehicles are required to arrive in Ningde before 10 p.m. to released through coordination, and can not be released after 10 p.m. And it also urged all enterprises to arrange production according to the existing materials as no more raw materials can come in, and timely notify the other party that there is no delivery.

In this regard, Ningde Industry and Information Technology Bureau told the media on April 10 that the Bureau has not received any information so it is impossible to judge whether it is true or false as the mentioned screenshot was internal publicity content released for units. However, at present, Ningde has indeed taken temporary control measures due to the pandemic, and some highway checkpoints will be closed in a short time. Whether to continue the control in the future depends on the pandemic situation.  

CALT also refuted the rumour on April 10 that the company has not stopped production at present. Recently, there have sporadic pandemic cases in Ningde, so that the government has temporarily upgraded pandemic prevention and control measures. The company attached great importance to it and strengthened communication and coordination with relevant government departments for pandemic prevention information at the first time. At present, in order to maximize the market supply, the company strictly adopts grid management measures to ensure the orderly production of Ningde base.  

According to public data, as the headquarters of CALT, Ningde production base has a total of 171 GWh planned production capacity, ranks first among the top 10 global production bases in CALT.  

There seems to have new progress of the prevention and control in Ningde today. According to a screenshot online,one company released an a supplement of the previous emergency notice to its supplier. And the supplement notice said that according to the latest management policy, companies can apply for the cargo transport vehicle pass. After approval, the supplier's vehicles that transport production materials can enter Ningde. 

At present, the company operates under the guidance of effective and reliable pandemic prevention and control. All suppliers need to supply goods normally according to the material demand to avoid affecting the production progress. With regard to the recent delivery demand, the company said that it is better to contacting the responsible procurement department to fill in the reporting information to avoid affecting the delivery efficiency.

It is worth mentioning that in order to ensure the normal work of logistics during the pandemic, the State Council today issued the notice of pandemic prevention and control system to deal with the transportation work. The notice clearly stated that it is necessary to fully protect the transportation of important production materials such as energy and raw materials. Besides, the unauthorized blocking of expressways, highways, channels and shipping docks is strictly prohibited. The notice also said that all regions should accurately implement traffic management according to the actual travel of freight vehicles, drivers and passengers,  and whether they are involved in pandemic. It is not allowed to restrict the traffic of freight vehicles, drivers and passengers at any time. It is not allowed to use the car registered site and registered residence as the restricted access conditions. It is not allowed to restrict the traffic and parking of vehicles by simply using the * mark on the travel card of the truck drivers and passengers or crew members.
