[GAC GROUP Zeng Qinghong: it is proposed to postpone state subsidies for new energy vehicles for one to two years] Zeng Qinghong, party committee secretary and chairman of GAC GROUP, suggested delaying state subsidies for one to two years, simplifying the procedures for receiving previous subsidies, and alleviating the financial pressure on enterprises; it is suggested that the national level consider adjusting the strategic direction of the subsidy policy for the promotion and application of new energy vehicles in the new period, so as to achieve the goal of "boosting consumption and encouraging construction."

On March 3, as a deputy to the 13th National people's Congress, Zeng Qinghong, secretary of the party committee and chairman of GAC GROUP, will submit a bill and five suggestions, including delaying subsidies for new energy vehicles for one to two years and simplifying the procedures for receiving subsidies in the early stage; improve laws and regulations, accelerate the development of intelligent driving, accelerate the development of the automotive chip industry chain, promote the development of the industry, and so on.

Delay subsidy for new energy vehicles for one to two years

In terms of improving the subsidy policy for new energy vehicles, Zeng Qinghong suggested:

1. Delaying the state subsidy for one to two years, simplifying the procedures for receiving the previous subsidy, and alleviating the financial pressure on enterprises;

2. It is suggested that the national level should consider adjusting the strategic direction of the subsidy policy for the promotion and application of new energy vehicles in the new period, in order to achieve the purpose of "boosting consumption and encouraging construction": on the one hand, for the purpose of boosting and encouraging the consumption of new energy vehicles, tilt the subsidy policy to the demand side (consumers); on the other hand, tilt the subsidy policy to the construction side for the purpose of accelerating the supporting construction of new energy vehicles;

3. Strengthen research and improve other incentive policies as soon as possible to ensure the effective and sustainable development of the market after the complete cessation of subsidies for new energy vehicles, and achieve the goal of the 14th five-year Plan for the innovative development of new energy vehicles.

Promote the rapid development of intelligent driving vehicles

In a motion on amending the relevant provisions of the Road Traffic Safety Law and promoting the rapid development of smart cars, Zeng Qinghong proposed:

1. Increasing and defining the definition of "robot driver" will not only help to clarify the subject of responsibility for traffic accidents, but also pave the way for forward-looking legislation for the legality of intelligent driving vehicles on the road in the future.

2. Add the mandatory regulation that "the black box of key data storage or cloud backup of key data should be installed in intelligent driving vehicles" to determine whether the driver or intelligent driving system is responsible for controlling the vehicle in the event of traffic accidents.

3. On the basis of the current imputation of traffic accidents, increase the relevant legal provisions on the identification of traffic accidents when the system controls the intelligent driving vehicle, and make it clear that the responsibility of the intelligent system is borne by the producer.

4. To increase the relevant legal provisions of "bringing intelligent driving vehicle product liability insurance into the scope of compulsory insurance and dispersing the risks of relevant liability subjects", we should combine technological development with social and public interests.

Accelerate the development of automotive chip industry chain

In terms of accelerating the development of the automotive chip industry chain, Zeng Qinghong suggested:

1. Ensure stable supply and supply, sort out the supply and demand of chips in key areas, guide foreign automotive chip enterprises to invest in China, and establish an emergency reserve mechanism for chips and important raw materials;

2. Stabilize the market, strengthen the supervision of law enforcement, regulate and control the disorderly rise of raw material prices, and alleviate the pressure on enterprises;

3. Strengthen policy guidance, speed up the layout of the overall industrial chain of automotive chips, strengthen nodes to tackle key problems, and break through the key areas of research and development, manufacturing, packaging and other key areas in an orderly manner.

4. Strengthen application traction, increase support and talent introduction, and accelerate the development of chip localization. Only when the government, R & D institutions and enterprises make joint efforts can we really solve the chip bottleneck and promote the development of the industry.
