On the basis of guiding class I and category II automobile maintenance operators to do a good job in uploading maintenance electronic records, they organized and did a good job in collecting and uploading data of three categories of automobile maintenance operators. In order to thoroughly implement the relevant decisions and arrangements of the State Council on stabilizing and expanding automobile consumption, deepen the comprehensive application of automobile maintenance data, improve the service level of the automobile maintenance industry, and better safeguard the legitimate rights and interests of consumers, to promote the high-quality development of the automobile aftermarket, the relevant work is hereby notified as follows:
First, strengthen the data quality management and consolidate the application foundation.
(1) clarify the scope of data collection. The competent departments of transportation in various localities should rely on the electronic health record system for automobile maintenance (hereinafter referred to as the electronic health file system), and on the basis of guiding class I and category II automobile maintenance operators to do a good job in uploading maintenance electronic records, they should organize and do a good job in collecting and uploading the data of three types of automobile maintenance operators, and actively guide the automobile comprehensive minor repair operators specified in the conditions for the opening of Automobile maintenance Industry (GB/T 16739). And special maintenance operators engaged in engine, transmission, car body, air conditioning, electrical system maintenance and four-wheel positioning business to achieve real-time collection of maintenance electronic record data by the end of 2022.
(2) standardize the management of data limitation. The competent departments in charge of transportation in various localities should guide automobile maintenance operators to upload the electronic record data of automobile maintenance in real time, accurately and completely after the completion of the settlement of expenses in accordance with the series standards of "Electronic Health record system for Automobile maintenance". Improve the timeliness of data upload. It is necessary to strengthen the data management of the newly opened automobile maintenance operators and remind the operators to transmit data to the electronic health record system in time after completing the operation record.
(3) to improve the quality of data transmission. The competent transportation departments of various localities should, through a variety of ways, publish a list of automobile maintenance management software or mobile phone APP that meets the national regulations on network and data safety management and the requirements for the construction of electronic health record systems, so as to facilitate the independent choice and use of automobile maintenance operators and enhance the convenience and standardization of data reporting. The operating units of the provincial electronic health record system should, combined with the local reality, actively activate service functions such as automatic reminder of data specific values, so as to facilitate data verification. If there are acts of data falsification or omission, the relevant automobile maintenance operators should be urged to rectify them in a timely manner.
Second, highlight the orientation of public welfare attributes and optimize convenient services for the people.

The operating units of electronic health record systems at all levels should further highlight the public welfare service attribute of vehicle maintenance data, and, on the premise of complying with regulations and ensuring safety, provide vehicle maintenance information inquiry services to vehicle owners free of charge, and provide corresponding information inquiry services to transportation, commerce, ecological environment, market supervision and other departments to perform their regulatory duties. Free to provide consumers with basic information and quality reputation information inquiry services of automobile maintenance operators that do not involve personal privacy and trade secrets. The provincial transportation departments should promote the functions of public service and data collection of the provincial electronic health record system, realize the docking with the ministerial electronic health record system by the end of June 2022, and disclose the collection analysis report on the automobile maintenance and operation data of the province to the public.
(5) enrich the content of convenient services for the people. The competent departments in charge of transportation in various localities shall, in conjunction with relevant departments, organize the operation units of the electronic health record system to upload laws and regulations, standards, norms, policy documents and other materials related to automobile maintenance in a timely manner; to analyze and judge the scale of the maintenance market, the behavior of operation and service, the quality of auto parts, the typical faults of vehicles, etc., and make them open to the public; Actively open the functions of automobile maintenance process guidance and typical fault case analysis, explore and carry out maintenance reminder, expert online fault consultation, remote intelligent diagnosis and other services to publicize the correct knowledge of car use and maintenance to car owners, advocate the concept of scientific car repair, and improve the "stickiness" of the electronic health file system.
(6) improve the evaluation mechanism of car owners. The provincial transportation competent departments should rely on the electronic health record system to further improve the evaluation mechanism of vehicle maintenance service quality, and implement a five-point evaluation system with reference to "Automobile maintenance electronic health record system part 3: data element" (JT/T 1132.3). It is convenient for vehicle owners to comprehensively evaluate maintenance quality, maintenance efficiency, maintenance charges, service attitude, service environment and so on. Local transportation authorities should display the comprehensive evaluation results of car owners in various ways for public reference through the electronic health file system and the national Internet road transport convenient government service system.
Third, excavate data and information resources and expand the field of service.
(7) to promote the improvement of the quality of maintenance services. The competent departments of transportation in various localities should guide automobile maintenance operators to make full use of the data resources of the electronic health record system, grasp the evaluation results of vehicle owners in real time, and improve maintenance services pertinently. It is necessary to strengthen the carding and analysis of the fault information of auto parts, conscientiously summarize the common problems of seasonal, regional and different types and brands of vehicles, strengthen the professional training of automobile maintenance technical and technical personnel, and strengthen the docking of supply and demand with spare parts enterprises. accurate deployment of relevant parts and components to reduce the maintenance waiting time of car owners; It is necessary to closely share information with relevant departments, further deepen the work of "direct compensation points" for accident vehicle maintenance, and accurately determine damage, so as to provide more convenient and efficient vehicle maintenance services for the masses.
(8) to promote the improvement of the technical level of vehicles. The competent departments of transportation in various localities should organize automobile maintenance operators to rely on the electronic health file system, strengthen the carding and analysis of vehicle fault information, accurately find technical problems that are prone to occurrence, and give timely feedback to vehicle production and parts manufacturing enterprises in accordance with the relevant regulations. Car maintenance operators and owners are encouraged to reflect possible quality defects in vehicles and spare parts through the electronic health record system. The competent departments of transportation in various localities shall, in conjunction with the market supervision departments, strengthen the collection and collation of quality defect information, and for those found to have quality defects and should be recalled in accordance with the law, the market supervision department shall urge the relevant vehicle production enterprises and parts manufacturing enterprises to carry out the recall in accordance with the relevant provisions.
(9) to improve the implementation effect of the vehicle emission inspection and maintenance system. Local ecological environment, transportation, market supervision and other departments should conscientiously implement the requirements of the Circular on the Establishment and implementation of vehicle Emission Inspection and maintenance system (Huanwei (2020) 31). We will speed up the realization of data sharing between the motor vehicle emission inspection system and the electronic health record system, carry out joint supervision and law enforcement, and strengthen emission testing and comparison. We will promote vehicle emission inspection institutions and vehicle emission performance maintenance (maintenance) stations to strictly implement relevant regulations and achieve closed-loop control of vehicle emission pollution. The competent departments of transportation in various localities should guide vehicle emission performance maintenance (maintenance) stations to make scientific diagnosis and reasonable maintenance of vehicles that exceed the standard, eliminate faults in a timely manner, and improve the level of vehicle pollution control.
(10) to help carry out transparent trading of second-hand cars. Local transportation, commerce and other competent departments, on the premise of ensuring data security and personal privacy of car owners in accordance with the law, after desensitizing the data of the electronic health file system, we can explore the conditional opening of relevant data query services to the field of second-hand cars in accordance with the law, so as to promote transparent transactions in second-hand cars. Encourage the competent commercial departments in the conditional areas, together with the competent departments of transportation, to try first and provide vehicle maintenance certificates for the export of second-hand cars based on the data of the electronic health file system, so as to help the export of second-hand cars in our country.
(11) promoting the retroactive management of solid waste information. The departments of transportation and ecological environment in various localities should comprehensively promote the data sharing between the electronic health records system and the solid waste management information system, strengthen hazardous wastes such as waste lead batteries, waste mineral oil, and waste exhaust gas purification catalysts, and share information on the generation, collection, storage, transportation, utilization, and disposal of solid waste such as scrap iron and steel, and waste tires, so as to promote the retrospective management of information. All localities are encouraged to rely on the electronic health record system to publish information on hazardous waste collection and disposal units with legal qualifications and enterprises for the detection of waste water and waste gas, so as to facilitate the independent choice of car maintenance operators, transfer hazardous waste and detect waste water and waste gas in a timely manner in accordance with the law, and promote the green development of automobile maintenance.
Fourth, strengthen data security management and promote sustainable development
(12) improve the data management mechanism. (13) to implement the credit management system. The provincial transportation departments should rely on the electronic health records system to speed up the construction of a new credit-based supervision mechanism, and speed up the development of credit evaluation and classified supervision in the automobile maintenance industry. It is necessary to establish credit files of the automobile maintenance industry in this province, collect and input information such as data transmission of automobile maintenance operators, service evaluation of car owners, spot checks on business record items, and handling of mass complaints, and realize the technical docking and compliance of credit evaluation, credit supervision information and the same-level "credit transportation" website. It is necessary to strengthen credit-abiding incentives, actively recommend automobile maintenance operators with high credit rating and good service evaluation of vehicle owners to apply for vehicle emission performance maintenance (maintenance) technical demonstration stations, and "direct compensation points" for accident vehicle maintenance; for automobile maintenance operators who seriously break their promises, it is necessary to strengthen joint punishment in accordance with the law.
(14) strengthen dynamic follow-up and evaluation. All provincial transportation departments shall, in conjunction with relevant departments, organize and carry out comprehensive application evaluation of automobile maintenance data, strengthen the tracking and evaluation of the scope of data collection, transmission effectiveness, safety management, convenient services and application effects of the electronic health records system, coordinate and solve the outstanding problems affecting the operation of the electronic health records system in a timely manner, and continuously improve the data analysis and application management system. Continuously improve the comprehensive application level of automobile maintenance data.
(15) strengthen the basic guarantee of operation. The operation unit of the electronic health record system at the ministerial level should earnestly strengthen the system construction, operation and maintenance management, closely focus on the public welfare attribute of the electronic health record system, improve the guarantee mechanism, and increase the work investment. strengthen the technical support to the provincial electronic health record system to ensure that the system is independent and controllable, safe and stable operation.
