Recently, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the National Development and Reform Commission and the National Energy Administration formally approved the fuel cell vehicle demonstration and application of Shanghai Urban agglomeration as the first batch of demonstration cities, according to a message released by the Shanghai Municipal Commission of economy and Information Technology on August 26.
Shanghai, together with six cities (regions), including Suzhou City, Nantong City, Jiaxing City, Zhejiang Province, Zibo City, Shandong Province, Ningdong Energy and Chemical Industry Base of Ningxia, and Ordos City of Inner Mongolia Autonomous region, have jointly formed the "1x 6" Shanghai urban agglomeration to form a new demonstration model of fuel cell urban agglomeration with linkage in the Yangtze River Delta, coordination of industrial chain, and focus on the application scene of "medium-and long-distance + medium-and heavy-haul". Focus on breaking through a number of core components, launching a number of high-end products, forming a number of Chinese standards, and creating a fuel cell vehicle industry cluster with the largest industry scale, the best institutional environment and the strongest overall competitiveness.
At present, the Shanghai urban agglomeration has established the working mechanism of the urban agglomeration and set up special classes at the municipal level, aiming at the strategic goal of "100 stations, 100 billion, and tens of thousands of vehicles" (nearly 100 hydrogen filling stations are planned and built, with an output scale of nearly 100 billion yuan. Nearly 10000 fuel cell vehicles have been promoted. The policy guarantee systems such as "implementation Plan for accelerating the Development of New Energy vehicle Industry in Shanghai (2021-2025)" and "implementation Plan for Innovation and Development of fuel Cell vehicle Industry in Shanghai" have been initially established.
The Shanghai Municipal Commission of economy and Information Technology said that the Shanghai Urban agglomeration will make every effort to seize the opportunity of the development of the national fuel cell vehicle demonstration application, focusing on the comprehensive breakthroughs in the technology of core key components, leading the scale of vehicle promotion, the appropriate advanced layout of hydrogen filling stations, and increasing funding for rewards and subsidies, etc., speed up the release of relevant support policies, actively carry out demonstration applications of fuel cell vehicles, and effectively support the transformation and upgrading of the automobile industry. Recently, in its reply to recommendation No. 9670 of the fourth session of the 13th National people's Congress, the Ministry of Finance said on its website that at present, the declaration and evaluation of fuel cell vehicle demonstration urban agglomeration is being carried out as planned, and the Ministry of Finance will, in accordance with the principle of mature implementation of the plan, focus on supporting urban agglomerations with a good foundation, funds in place, clear planning objectives, clear application scenarios, and guaranteed policies and systems.
According to the Circular on the demonstration and Application of fuel Cell vehicles jointly issued by the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the National Development and Reform Commission, and the National Energy Administration last year, the five departments will organize a committee of experts to conduct a comprehensive review of the application scheme that meets the requirements, and determine the model city agglomeration after examination by the five departments, and one of the plans will be implemented when the plan is mature. The demonstration and application work will focus on supporting urban agglomerations with a good foundation for tackling key technical problems, funds in place, clear planning objectives, clear application scenarios and guaranteed policies and systems.
The industry speculates that the next hydrogen fuel cell vehicle demonstration urban agglomeration may be Guangdong urban agglomeration.
