The National Development and Reform Commission approved Guangdong-Hong Kong-Macau Greater Bay Area's intercity railway construction plan. The total investment in recent construction projects is about 474.1 billion yuan, with a capital ratio of 237.1 billion yuan. You have been informed of the documents such as "request for submission of Guangdong-Hong Kong-Macau Greater Bay Area (Intercity) Railway Construction Plan" (submitted for review) (Guangdong Development and Reform Traffic (2019)) and other documents. After study, the reply is as follows:

First, in order to improve the quality of Guangdong-Hong Kong-Macau Greater Bay Area's intercity transport supply and serve Guangdong-Hong Kong-Macau Greater Bay Area's construction, it is agreed to implement a number of intercity railway projects in Guangdong-Hong Kong-Macau Greater Bay Area in an orderly manner.

II. Planning plan

(1) Planning objectives.

In accordance with the principles of scientific layout, overall planning, innovation and development, support and guidance, and on the basis of continuing to implement and optimize the original inter-city rail transit network planning in the Pearl River Delta region, we will further strengthen the construction of inter-city railways, do a good job in the integration and convergence of rail networks such as high-speed railway, general speed railway, and urban (suburban) railway in the Greater Bay area, and form a multi-level railway network with "axle support and polar radiation". We will build a transportation circle with one hour access between major cities in the Great Bay area, two hours from major cities to inland cities in Guangdong Province, and three hours from major cities to neighboring provincial capitals, so as to create a "Great Bay area on the track". Improve the modern comprehensive transportation system. In the near future, by 2025, the mileage of railway network operation and construction in the Greater Bay area will reach 4700 km, fully covering the central cities and node cities of the Greater Bay area and key metropolitan areas such as Guangzhou and Shenzhen. The mileage of railway network operation and construction in the Greater Bay area will reach 5700 km, covering cities at or above the county level.

(2) recent construction arrangements.

Thirteen inter-city railways and five hub projects are planned and built, with a total mileage of about 775 km (see Annex 1), forming an inter-city railway network with strengthened main axis, regional coverage and hub connection. Among them, before 2022, the construction of six intercity railway projects from Shenzhen Airport to Daya Bay from Shenzhen Airport to Pingshan, Guangqing Intercity North extension Line and three hub projects such as Guangzhou East Railway Station reconstruction project were launched, with a planned construction mileage of 337 km. After the implementation of the relevant construction conditions, the implementation of seven intercity railway projects from Tangxia to Longgang, Changping to Longhua and two hub projects such as Guangzhou Station renovation project will be carried out in an orderly manner, with a planned construction mileage of 438 km.

(3) layout and convergence plan of key hubs.

Guangdong-Hong Kong-Macau Greater Bay Area inter-city railway, high-speed railway and trunk railway are interconnected through hub transfer, and connect with metropolitan (suburban) railway and urban rail transit at hub stations. The main stations of Guangzhou hub are connected by inter-city railway ring line and urban rail transit, while the other stations in the hub are connected by urban rail transit. 1. Overall layout of passenger transport hub. We will build a railway passenger transport hub system with distinct layers, reasonable division of labor and efficient connection in Guangdong-Hong Kong-Macau Greater Bay Area, so as to promote the convenient connection and transfer of external traffic, intercity traffic and urban traffic. The layout of Guangzhou hub is mainly composed of Guangzhou, Guangzhou East, Guangzhou South, Foshan, Guangzhou Baiyun (Tangxi) Station, and Guangzhou North, Nansha and Xintang stations as the auxiliary "five main and three Auxiliary" hubs. The layout of Shenzhen hub is mainly composed of Shenzhen North, Xili and Shenzhen stations, and the "three main and four auxiliary" hubs supplemented by Shenzhen East, Futian, Shenzhen Airport and Shenzhen Pingshan Station. The layout of Zhuxi region is mainly composed of Jiangmen, Zhuhai Hezhou and Zhongshan North Station, and the "three main and four Auxiliary" hubs supplemented by Zhuhai, Zhongshan, Pengjiang and Hengqin stations. In addition, the layout of Yuzhu, Dongguan West, Huizhou, Zhaoqing East, the Pearl River Delta New Airport Station and other hub stations.

According to the idea of the convenient connection of the inter-city railway into the central urban area and the trunk railway, and combined with the functional positioning and capacity of the relevant main and auxiliary hub stations of the key hub, the connection scheme of the key hub station line is determined (see Annex 2). Among them, Zhuhai Hezhou Station and Zhaoqing East Station connect the recently implemented Zhuhai-Zhaoqing high-speed railway, and the Pearl River Delta Airport Station connects the recently implemented Nanning-Yulin-Guangzhan railway link.

3. Link up with Hong Kong and Macao ports. Shenzhen and the Hong Kong Special Administrative region have recently achieved interconnection through the existing Beijing-Kowloon Railway and the Guangzhou-Shenzhen-Hong Kong high-speed railway. Zhuhai and the Macao Special Administrative region realize the connection of high-speed rail, intercity railway and Macao light rail at Zhuhai Station and Hengqin Station, and plan the connection between ports and intercity railway stations. Support the connection between the new Guangdong-Macao corridor (Qingmao Port) and the Guangzhou-Zhuhai intercity railway within the Zhuhai station, so as to promote Macao's integration into the national railway network.

III. Project investment estimation and financing plan

The recent construction project has a total investment of about 474.1 billion yuan, with a capital ratio of 50% or 237.1 billion yuan, funded by Guangdong Province and local governments along the project, and actively attract social capital participation in accordance with the principle of marketization. Non-capital funds are settled through bank loans and other means.

IV. Requirements for the next step of work

Guangdong Province, together with relevant departments, shall be responsible for organizing planning and implementation, and do a good job in the following work:

(1) scientifically grasp the time sequence of project construction. Adhere to act according to capacity, do your best, give priority to benefit, implement project funds in strict accordance with the requirements of planning approval, comprehensively consider regional development needs and passenger flow needs, firmly grasp the pace of project construction, and start construction only when conditions are available. Actively promote the reform of investment and financing, and those involving financial contribution should be included in the local budget expenditure plan year by year, standardize social capital cooperation, strengthen the examination and verification of the investment capacity of enterprises, scientifically plan and actively promote the comprehensive development of stations and yards, and invigorate assets and resources. the proceeds will be given priority to railway construction and operation.

(2) to make a deep and detailed project construction plan. Establish and improve the coordination and consultation mechanism for the pre-project work. Do a good job in the feasibility study of the project with high standards and high quality, strengthen the passenger flow forecast according to the functional positioning of the inter-city railway, and scientifically determine the route plan and the main construction standards. We will increase the intensity and application of independent research and development of equipment technology and control systems. For construction projects involving environmentally sensitive areas, the route direction should be optimized and submitted to the competent department for approval in accordance with relevant regulations and procedures. For hub projects connected with trunk railways, it is necessary to strengthen communication and connection with railway enterprises, stabilize the construction plan as soon as possible, and promote implementation after reaching a consensus.

(3) strictly control the cost of the project. Intensive use of land and space resources, overall consideration of the needs of project construction, urban planning and development, and ecological environment protection, optimize the way of line laying, strictly control the project cost, effectively reduce the construction and operation cost, and effectively improve the investment efficiency of the project.

(4) strengthen the integration of transportation. According to the land and space planning, we should do a good job in docking with comprehensive transportation planning, trunk railways, key metropolitan areas (suburbs) railways, urban rail transit and other plans, strengthen the effective connection of various modes of transportation, and actively cultivate passenger flow. promote the integrated development of various rail transit, build urban supporting facilities at the same time, and achieve seamless connection and zero-distance transfer. Combined with the hub construction, a "station-city integration" urban complex is formed.

(5) to strengthen various measures for quality, safety and stability. Implement the requirements of project quality and construction safety, strictly control the design, construction, acceptance and other links of the project, and strengthen the supervision and management of quality and safety in the whole process of project construction. We should earnestly take measures to prevent and defuse risks to social stability, implement the main responsibility of the territorial government, act in accordance with the rules and regulations, take the initiative, strengthen communication, and do a good job in mass work in a down-to-earth manner.

(6) actively explore innovative systems and mechanisms. Adhere to the concept of service first and convenience for passengers, and strive to explore a diversified and orderly competitive operation mode with the goal of bus operation, integrated management and one-stop service. In accordance with the principles of resource sharing and mutual benefit, we will support railway enterprises to participate in intercity railway operation by entrusting operation and purchasing services. Actively support urban rail transit enterprises to carry out pilot inter-city railway operation, sum up experience and achievements in a timely manner, and promote and implement them in a timely manner.

(7) the recent construction projects included in this plan shall be examined and approved (approved) by Guangdong Province together with the relevant authorities in accordance with the current limits of authority, and the approval documents shall be copied to our committee in time. Strengthen the follow-up and monitoring of the project and report the progress of planning and implementation to our committee in due course.
