According to media reports citing sources, the relationship between Saudi Arabia and Russia is tense due to disagreements over oil production cuts. Saudi Arabia believes that Russia's continued supply of large quantities of low-priced oil to the market has undermined the Saudi government's efforts to boost oil prices.
Saudi Arabia, a key member of the Organization of the Petroleum Exporting Countries (OPEC), has expressed dissatisfaction with Russia for not fully fulfilling its commitment to cut output in response to Western sanctions, people familiar with the matter said. Saudi officials are understood to have complained to senior Russian officials and asked them to abide by the agreed cuts.
The International Energy Agency (IEA) released a report this month saying that Russia has not fully implemented its announced production cut plan.
