In August, 17 provinces and cities across the country had a peak-valley price spread exceeding 0.7 yuan/kWh

According to SMM's tracking of general industrial and commercial electricity prices for 1-10kV, in August, 17 regions nationwide had a maximum peak-valley price spread exceeding 0.7 yuan/kWh.

According to SMM's tracking of general industrial and commercial electricity prices for 1-10kV, in August, 17 regions nationwide had a maximum peak-valley price spread exceeding 0.7 yuan/kWh. Among them, Guangdong Province remained at the top, with the maximum peak-valley price spread reaching 1.297 yuan/kWh. Compared to July 2024, except for Hainan Province and Yunnan Province, where the maximum peak-valley price spread decreased by 20% due to the cancellation of peak electricity prices, the changes in the maximum peak-valley price spread in other provinces were minimal.

Policy-wise: On August 2, the Jilin National Development and Reform Commission issued a notice on optimizing the time-of-use electricity price policy. The document proposed encouraging industrial and commercial users to reduce peak period electricity loads and increase off-peak electricity consumption by configuring energy storage and utilizing comprehensive energy, thereby reducing electricity costs. The electricity prices during peak and off-peak periods would fluctuate by 55% respectively; the electricity price during peak periods would increase by 25% based on the peak period electricity price. The adjustment included time periods, with 12:30-13:30 being the off-peak period, and 11:30-12:30 and 13:30-15:30 (3 hours in total) being the flat period. The peak periods were 2.5 hours in the morning and 5.5 hours in the afternoon. The peak electricity price would be implemented from January, July-August, and November-December from 16:00 to 19:00 (3 hours in total).

On August 6, the Jiangxi National Development and Reform Commission issued a notice stating that due to the continuous hot weather, the daily maximum electricity load in Jiangxi Province remained at a high level. To effectively address the power gap and fully utilize the peak-valley time-of-use electricity price mechanism, guiding enterprises to reasonably avoid peak electricity usage and ensuring the safe operation of the provincial power grid, it was decided to temporarily restore the implementation of peak electricity prices. According to the notice, Jiangxi would temporarily restore the implementation of peak electricity prices from August 7 to August 25 (peak period from 20:30 to 22:30). The notice required the State Grid Jiangxi Electric Power Company and the development and reform commissions of each prefecture-level city to carry out publicity and explanation work, especially providing door-to-door services to key enterprises to ensure that industrial and commercial users are aware of the policy and can reasonably arrange their production plans.
