Shandong will speed up the transformation and upgrading of the gold industry and achieve high-quality development. We will take optimizing layout, structural adjustment, and technological innovation as breakthroughs, taking regional coordinated development as the goal, co-ordinating the development and security of the gold industry, and promoting industrial development cluster agglomeration, enterprise management standardization and intensive, industrial chain expansion and extension. we will promote the further optimization of industrial ecology and speed up the construction of a modern gold industrial system with safe, green and high-quality development.
The "opinion" proposes that through the implementation of the "four major strategies" of leading enterprise-driven strategy, brand cultivation strategy, market development strategy, and international development strategy, we will carry out "five actions" to tackle key technologies, high-end domestic equipment, intelligent transformation of enterprises, industrial chain extension, safe and green development, and expand gold financial services and develop gold culture tourism. To comprehensively promote the transformation and upgrading of the gold industry in Shandong Province to achieve high-quality development. By the end of 2025, the scale advantage of the gold industry will be further enhanced, the industrial layout and product structure will be more optimized, the brand effect will be further highlighted, the level of safety and environmental protection will be significantly improved, and remarkable achievements will be made in the development of high-end, intelligent and green development. the annual output of large and medium-sized gold enterprise groups accounts for more than 96% of the province's total output, forming a new pattern of gold-based, polymetallic, diversified, upstream and downstream integrated development.
Shandong will speed up the transformation of the traditional mode of mining and selling gold and producing rough products, aiming at the gold needs of high-end users, such as high-end precision instruments and equipment, electronic products, aerospace, chemical industry, medical applications, and so on. we will vigorously develop high value-added products that are sophisticated, fine processing and market demand. We will track the application of science and technology in the gold industry, accelerate the industrialization of new gold materials, broaden the application of gold nanocomposites in the fields of chemical catalysis, new energy batteries, medical targeting materials, military and aerospace materials, vigorously promote the application of gold wire, gold salts and other products in high-end chemicals, new generation information technology, and new materials, and accelerate the transformation and development of the gold industry to the field of industrial gold.
Shandong will also innovate the safety management mechanism, implement the enterprise safety production standardization project, enhance the safety guarantee capability of gold production, and comprehensively improve the essential safety level of gold production. Strengthen policy incentives, introduce social third-party safety management services, and enhance the safety management service level of the gold industry through market-oriented means.
