SMM9: in July 2013, General Secretary Xi Jinping put forward the "four leading" requirements to the Chinese Academy of Sciences. In order to implement the General Secretary's requirements, the Chinese Academy of Sciences formulated a "take the lead" plan. The "take the lead" plan is divided into "two steps". The first step is to basically realize the "four leads" from 2014 to the end of 2020, and to fully realize the "four leaders" from 2020 to 2030. This year is the first step, the end of the first phase of the "take the lead" program.

A reporter asked, "We would like to know what arrangements and considerations will be made in the second phase and in the future?"
Bai Chunli said that after the completion of the first phase of the summary assessment, we are now vigorously planning the goals of the second phase of the "take the lead" plan, from 2021 to 2030, for the next decade. The master plan of the "take the lead" plan, part of the initial report is also related to the goals for the next decade, but it is not very detailed, so we are now going to refine it. This year, the Central Committee is working on the 14th five-year Plan, and we are also working on the 14th five-year Plan of the Academy of Sciences, so the layout of the first five years of the next decade will be closely integrated with the layout of the 14th five-year Plan. Our overall consideration is like this, because the first stage is to basically achieve the "four first", and in the second stage, to fully realize the "four first", what are the targets for the comprehensive realization of the "four first" and what is meant by taking the lead? we are currently working on these specific indicators.
The first is about the reform of the system and mechanism. Just now Secretary-General Wang Keqiang introduced the measures taken to reform the system and mechanism, such as four types of institutions. We have set up four types of institutions, namely, the Innovation Institute, the Center of Excellence and Innovation, the Great Science Center, and the characteristic Institute. The purpose of these four types of institutions is to carry out classified positioning, classified management, classified evaluation, and classified resource allocation according to the different nature of scientific research. Because the nature of the work is different, it cannot be measured by a ruler. Those engaged in basic research and applied research should be evaluated differently. We have already done it in the early stage, but this work has not yet been finished, but only part of it has been carried out, so in the second stage, we strive to finish all four types of institutions by 2025, and the more than 100 research institutes in the hospital are now redefined as about 90 four-category institutions. in this way, we have completed all the reform of the system and mechanism, which is also in line with the requirements of the CPC Central Committee and the State Council for the reform of the scientific and technological system.
Second, we should adhere to goal-oriented, problem-oriented and result-oriented. At present, the development of national science and technology is in transition, and high-quality economic development also needs high-quality development of science and technology. In the face of the US crackdown on China's high-tech industry, we hope to do some work in this regard. We have already done some work in the early stage, and we will make some new arrangements for some key problems in the next ten years. These new deployments have been done in several aspects. first, we have developed our own supercomputing system, which has also been applied to weather forecasting, molecular design, drug research and development, atmospheric forecasting, and so on. It can also be used in basic research, cosmological research, and so on. Second, high-end bearings and many other key materials still need to be imported. We have turned the list of American neck jams into our scientific research task list for layout, such as aviation tires, bearing steel, lithography machines, as well as some key core technologies, key raw materials, and so on. We strive to focus on the major areas of national concern in the second phase, and concentrate the efforts of our whole hospital to do it. The current practice is that we require each of the four types of institutions to have a clear positioning, which we call the "13th five-year Plan". "one" is a clear positioning, your advantages, your characteristics, and your irreplaceability. You do not do everything in the world. If the direction of your work does not have a place in the world, and if it is not ahead at home, then do not do it. The "three" are three major breakthroughs, and it is necessary to know clearly what to do, not to explore completely freely. In the work of the Academy of Sciences, we have the freedom to explore content and train talents together, but applied basic research is all goal-oriented, and this accounts for a large proportion. Because it is a national strategic scientific and technological force, research institutes are required to undertake major scientific and technological tasks. We hope to be duty-bound and eager to tackle key scientific and technological problems. At present, leading groups have been set up in some key core technologies to tackle key problems, requiring everyone who undertakes major tasks to sign a certificate of responsibility, and the institute should do a good job in logistics support. the scientific and technological personnel themselves who undertake scientific and technological tasks are required not to report awards and not to do things that have nothing to do with undertaking tasks, and to make every effort to do a good job in tackling key tasks.
We hope that with the development in the next 10 years, the Academy of Sciences will fully realize the "four pioneers" as scheduled, so that China will enter the forefront of an innovative country in 2035, until it will become a world scientific and technological power by 2050. As a national strategic scientific and technological force, the Academy of Sciences will take the first step in the "take the lead" plan. this is also the general secretary's entrustment to the academy of sciences and the people's entrustment to the national strategic scientific and technological force. Therefore, the Academy of Sciences is confident that the second phase of strategic objectives can be completed on schedule.
