According to the forecast of the provincial and municipal ecological environment monitoring center, combined with the discussion and judgment of the team of experts stationed in the city, a moderate to severe pollution process may occur in our city from December 19. In order to deal with the pollution process, effectively reduce the degree of pollution, and reduce the impact of pollution, with the consent of the Municipal heavy pollution Weather Emergency Command, it was decided to start the orange early warning of heavy pollution weather (level II) from 18:00 on December 19, and take emergency response measures in accordance with the regulations. The specific measures in response are:

I. Health protection measures

1. Children, the elderly and respiratory, cardiovascular and cerebrovascular diseases and other chronic diseases

2. Kindergartens, primary and secondary schools will stop outdoor courses and activities.

3. Medical and health institutions to strengthen the prevention of respiratory diseases of patients with publicity and medical guidance.

II. Suggested measures for pollution reduction

1. The public should reduce driving motor vehicle travel, travel as far as possible to use public transport; stop in time when parking, reduce the vehicle in-situ idle running time.

2. The public reduces the use of raw materials and products containing volatile organic compounds such as paints, paints and solvents.

3. Strengthen the dust control of construction sites, exposed ground, material stacking and other places.

5. Strengthen road cleaning and cleaning to reduce traffic dust pollution.

III. Mandatory pollution reduction measures

1. Industrial pollution control measures

2. Dust pollution control measures

All outdoor spraying, painting, cutting, slope protection grouting, building demolition and earthwork operations in the urban planning area and all counties (cities) urban built areas have been suspended. Projects involving major livelihood must be approved by the Municipal Air pollution Prevention and Control Command Office before construction can be carried out.

On the basis of routine operation, the roads in the urban planning area and the built-up area of each county (city) are cleaned twice a day to increase the intensity of wet sweeping; all the bulk materials stacked in the open air by all enterprises are tightly covered, and the frequency of sprinkling water and reducing dust is increased during the non-freezing period.

All construction transport vehicles, slag transport vehicles and concrete mixing vehicles in urban planning areas and urban built-up areas of counties (cities) shall be suspended, and dust pollution control and management of national and provincial highways and county and township roads shall be strengthened. investigate and deal with illegal acts such as dropping, scattering and sprinkling of vehicles carrying bulk and fluid materials in accordance with the law.

3. Pollution control measures for mobile sources

Regional control measures: strengthen the management and control of heavy trucks (including gas), prohibit driving into the green transport demonstration area, and guide foreign transit vehicles to avoid the green transport demonstration area. Discontinue the use of non-road mobile machinery (except clean energy and emergency maintenance machinery) in construction sites, industrial enterprises and industrial parks.

Control measures for key vehicle units: for key vehicle enterprises and institutions whose daily maximum number of transport vehicles is 10 or more, it is prohibited to use heavy goods vehicles (including gas and modified vehicles) for material transport (except for people's livelihood protection, special vehicles, dangerous chemicals vehicles, etc.) that are not involved in the industrial mandatory emission reduction measures. Key enterprises and units install video surveillance systems at the vehicle entrances and exits, and maintain monitoring records for more than three months, while registering the entry and exit of all vehicles daily until the end of April of the following year.

Bus management: all bus backup vehicles on the road, increase the frequency of operation, extend the operating time, the first shift of the main line in the urban planning area is 30 minutes ahead of schedule, the night shift delay is 60 minutes, and the remote line night shift delay is 30 minutes.

Linfen urban motor vehicle traffic restriction measures: according to the notice on the implementation of motor vehicle traffic restriction measures in the urban area, from 0: 00 on December 20 to the period of lifting the early warning, the odd and even number will be restricted according to the license plate number, and the end number will be a single day. 4. Bulk coal control measures

5. Relevant requirements

The people's governments of all counties (cities and districts) shall be responsible for organizing and implementing the implementation and supervision of various measures for heavy pollution weather in their respective administrative areas, and shall inform the townships, towns, villages, communities and relevant functional departments of the early warning information at the first time. In accordance with their duties, the relevant departments directly under the municipal government should, at the first time, notify the early warning information to the management, control and service objects, strictly supervise and enforce the law, maximize the emission of air pollutants, and reduce the impact on the masses.

The member units of the Municipal Atmospheric Office shall report to the mailbox on the previous day, before 15:00, the number of people involved in law enforcement, the number of enterprises, the number of problems found, the number of rectification and other heavy pollution weather response work, and require the documents to be affixed with official seal PDF version and electronic version.
