SHANGHAI, Nov.6 (SMM)-Within the dispute settlement mechanism of WTO, China requested additional negotiations on November 3rd for America's first sanctions on the dumping of Chinese aluminum foil products. A statement was made on this issue by a spokesman of Ministry of Commerce of the People's Republic of China, Department of Treaty and Law.
He pointed out that China has been looking for a friendly solution of the dispute since December 12th 2016, when it filed complaints against the United States over the "surrogate country" approach of anti-dumping proceedings (DS515). It is regrettable that the US disregarded Article 15 in Accession of People's Republic of China, and failed to comply with their obligation in WTO as it continued to wrongly apply the "surrogate country system" in the anti-dumping investigation of the imports from China. The United States violated legitimate rights of Chinese enterprises and ruined the authority of WTO rules. China has requested additional negotiations on this issue and would continue to resolutely protect its rights under the dispute settlement mechanism of WTO.
The spokesman stressed that the multilateral trading system ensured a stable environment for competition and rules of global governance for global trade and economy. China again urged the US to respect this system and comply with its obligation by abandoning the "surrogate country" approach in the investigation, so as to ensure that anti-dumping measures were within WTO rules and maintain the stability and authority of the trading system with China.
