Rio Tinto Warns of Risks for Paying High Premiums for Lithium Mines after Plunging Lithium Prices Triggered Acquisition Rush

However, Rio Tinto, the world's second-largest mining company, has warned that offering large premiums to smaller miners is risky. Rio Tinto Chief Executive Jakob Stausholm said he was "cautious" about acquisitions at current valuations, despite the company's desire to expand its fledgling lithium business.

“Unless you already know you can sell lithium at a high price, it’s very difficult to justify buying at that high a price,” he said. "We have to make sure it's also in the interest of our shareholders, not just the shareholders of the company being sold."

The price of lithium carbonate, used in electric vehicle batteries, has fallen 70% from a peak in November last year. While that has negatively impacted stock valuations for some smaller miners, a growing number of companies are poised to offer hefty premiums as they seek a piece of what promises to be one of the world's hottest commodities.

American Albemarle (ALB.US) has repeatedly sought to acquire Australian lithium miner Liontown Resources, and the latest bid is 5.5 billion Australian dollars (about $3.3 billion) at a premium of 64%. Tianqi Lithium is also trying to acquire Australian lithium mine Essential Metals Limited at a premium of 45%. However, both acquisitions were rejected because the sellers wanted a higher price.

Despite a number of new lithium mine projects coming online in the next few years, potential buyers are betting that these mines will reach their full production, in addition to betting on a rebound in lithium prices. But that's not a sure thing.

Most market players remain optimistic about the long-term demand outlook for lithium, so the trend of offering large premiums to smaller lithium miners will continue. Governments around the world are also working to achieve a faster transition to clean energy. Competition in the lithium industry has also drawn interest from battery makers and even electric car makers. Tesla has been considering buying Sigma Lithium Corp., which is developing a large lithium mine in Brazil.

In addition, Fiona Hick, chief executive of Australian iron miner Fortescue, said on May 3 that Brazil, Chile and Argentina are the most promising countries for lithium, copper and rare earth trading and exploration. Mid-sized or small lithium producers such as Pilbara Minerals Ltd. also see an opportunity to up their bets.

Sekretaris eksekutif Komisi Ekonomi PBB untuk Afrika, Claver Gatete, menyerukan Komunitas Pembangunan Afrika Selatan (SADC) untuk beralih dari ekspor mineral mentah menuju pengolahan lokal dan peningkatan nilai tambah, serta menyebut kawasan tersebut sebagai ajang uji coba bagi strategi mineral Afrika yang lebih luas. Permintaan mineral kritis untuk transisi energi, termasuk litium, dapat meningkat lebih dari tiga kali lipat pada 2030 dalam skenario net-zero, dengan Afrika memiliki sekitar 30% cadangan global tetapi hanya 1% produksi litium—porsi terkecil di antara mineral yang disebutkan. Zimbabwe disebut sebagai pemilik sumber daya litium utama di SADC, bersama RDK (kobalt), Afrika Selatan (platina, mangan), dan Zambia (tembaga), dengan Gatete menyoroti larangan ekspor litium tanpa pengolahan dari Zimbabwe sebagai model kebijakan bagi kawasan. Mineral menyumbang sekitar 10% PDB SADC, 25% ekspor, dan 20% pendapatan pemerintah, tetapi hanya 7% lapangan kerja langsung. Pandangan SMM: Pernyataan Gatete menambah bobot kebijakan regional bagi dorongan hilirisasi Zimbabwe yang sedang berjalan, memperkuat alasan di balik larangan ekspor konsentrat seiring kapasitas sulfat domestik mulai beroperasi.

Pabrik Litium Sulfat Bikita Milik Sinomine Mulai Dibangun, Target Rampung 2027 di Tengah Dorongan Larangan Ekspor Zimbabwe
Unit Zimbabwe milik Sinomine Resource Group, Masingo Lithium Technology, telah memperoleh persetujuan EIA untuk pabrik litium sulfat berkapasitas 100.000 ton/tahun di Bikita, sehingga proyek tersebut memasuki tahap konstruksi penuh dengan kontraktor China Railway No. 9 Group dan Shandong Dadi yang kini berada di lokasi. Penyelesaian ditargetkan pada pertengahan 2027. Izin ini meresmikan rencana yang pertama kali diungkapkan pada September 2024 dan ditegaskan kembali melalui penggalangan dana Sinomine sebesar RMB5,2 miliar (US$764 juta) pada Mei 2026, alih-alih menandakan komitmen modal baru. Bikita menjadi proyek litium sulfat ketiga di Zimbabwe yang didukung Tiongkok, bergabung dengan pabrik Arcadia milik Huayou berkapasitas 50.000 ton/tahun yang mulai beroperasi pada Juli 2026 dan berjalan mendekati 60% dari kapasitasnya pada akhir Juli, serta fasilitas Kamativi milik Yahua yang konstruksinya dimulai pada Februari 2026 dengan kapasitas yang belum diungkapkan. Total kapasitas gabungan yang diumumkan dari ketiga proyek tersebut mendekati 200.000 ton/tahun atau lebih setelah selesai, menjelang larangan ekspor konsentrat Zimbabwe pada Januari 2027. Pandangan SMM: Peningkatan produksi Arcadia yang lebih lambat dari kapasitas terpasang menjadi tolok ukur utama di sini. Jika Bikita mengikuti kurva serupa dengan kapasitas dua kali lipat, produksi pada laju penuh kemungkinan mundur ke 2028 meskipun target penyelesaiannya pertengahan 2027. Dengan ketiga pabrik yang kini telah melewati tahap peletakan batu pertama, dorongan benefisiasi Zimbabwe telah bergeser dari kebijakan menjadi pembangunan fisik. Sinyal berikutnya yang perlu dicermati adalah seberapa ketat larangan ekspor ditegakkan terhadap jadwal komisioning aktual masing-masing pabrik, bukan hanya jadwal yang diumumkan.
