[SMM Analysis] Off-Season for Traditional Building Materials Demand Nears Its End

Published: Aug 27, 2026 10:39
According to SMM statistics, total building materials inventory stood at 8.1925 million tonnes this period, down 133,400 tonnes or 1.6% from the previous period.

On the supply side this period, for the long process route, the second round of coke price increases has been settled, keeping production cost pressure on steel mills elevated. A few mills have carried out planned maintenance shutdowns on blast furnaces and their building-material rolling lines. On the short process route, thanks to greater production flexibility, finished steel prices rose more sharply than scrap prices this period, allowing many EAF (electric arc furnace) plants to turn from losses to profits on a per-tonne basis, and consequently to modestly extend their operating hours.

On the demand side, the market is currently in the transition phase between the demand off-season and peak season. After the sharp rally in building materials prices, market sentiment has improved somewhat and speculative activity has picked up, but end-user purchasing remains relatively cautious, dominated by low-price, just-in-need procurement.

According to SMM statistics, total building materials inventory stood at 8.1925 million tonnes this period, down 133,400 tonnes or 1.6% from the previous period. The pace of building materials destocking has slowed, mainly because shipping restrictions in parts of Zhejiang have ended, leading to a concentrated arrival of building materials at ports. Both mill inventories and social inventories declined to varying degrees, with some stock also shifting from mill warehouses to social warehouses.

[Vietnam] CBAM Could Raise EU Steel Export Costs, Pushing Vietnamese Mills to Accelerate Decarbonisation
Vietnamese steel exporters face increasing cost pressure from the EU’s Carbon Border Adjustment Mechanism (CBAM), with industry estimates suggesting carbon-related costs could exceed USD100/tonne of steel for producers with high emission intensity. For a shipment of 100,000 tonnes to the EU, the additional carbon cost could reach around VND300 billion, equivalent to approximately 20% of the order value under the cited assumptions. Meanwhile, Hoa Phat is strengthening its CBAM response by allocating around 30% of investment in its production complexes to environmental improvements, maintaining greenhouse-gas inventories and calculating product carbon footprints under ISO standards, as Vietnamese mills seek to preserve competitiveness in the European market.

[Vietnam] Ministry Expands Anti-Dumping Investigation into Chinese Prestressed Steel Bars
Vietnam’s Ministry of Industry and Trade has expanded its anti-dumping investigation into prestressed steel bar products from China, following a petition by Hoa Phat Prestressed Steel and Viet Nhat Prestressed Steel. The investigation covers imports under HS codes 7227.20.00, 7228.20.11, 7228.20.19 and 7229.20.00, with foreign manufacturers and exporters required to submit questionnaire responses by October 2, 2026. The case adds to Vietnam’s growing use of trade-remedy measures to protect domestic steel producers from low-priced imports, while temporary anti-dumping duties could be imposed if the investigation finds continued material injury to the local industry.

Metinvest Adria Seeks Third Partner for Piombino EAF Project, Construction May Slip to 2027
Metinvest Adria, the joint venture between Ukrainian steelmaker Metinvest and Italian plantmaker Danieli, is working to bring in a third investor for its planned EAF-based HRC plant in Piombino, Italy. Construction could reportedly be postponed to spring 2027 — a delay of roughly eight to ten months — linked to permitting complexity and the need to finalize the project's financial structure. The ~€3.2 billion investment, including €285 million in public funding, requires a strengthened shareholder base per the financing banks' request. CEO Luca Villa said the company has received interest from infrastructure funds, industrial players, and steelmakers, and aims to finalize the process by end-October. Meanwhile, the environmental authorization process continues, with a decision deadline of October 4, 2026, and a key Mimit review meeting set for October 20.
