[Vietnam] Ministry Expands Anti-Dumping Investigation into Chinese Prestressed Steel Bars

Vietnam’s Ministry of Industry and Trade has expanded its anti-dumping investigation into prestressed steel bar products from China, following a petition by Hoa Phat Prestressed Steel and Viet Nhat Prestressed Steel. The investigation covers imports under HS codes 7227.20.00, 7228.20.11, 7228.20.19 and 7229.20.00, with foreign manufacturers and exporters required to submit questionnaire responses by October 2, 2026. The case adds to Vietnam’s growing use of trade-remedy measures to protect domestic steel producers from low-priced imports, while temporary anti-dumping duties could be imposed if the investigation finds continued material injury to the local industry.

Mumbai HMS 1&2 (80:20) prices up by 1.05USD/tonne (100INR/tonne) to 361.42USD/tonne (34,500INR/tonne) delivered Mumbai. Chennai HMS 1&2 (80:20) rose by 8.38USD/tonne (800INR/tonne) to 338.37USD/tonne (32,300INR/tonne) delivered Chennai. Rebar prices moved up by 2.10USD/tonne (200INR/tonne) to 507.03USD/tonne (48,400INR/tonne) EXW Mumbai. Chennai rebar unchanged at 511.22USD/tonne (48,800INR/tonne) EXW Chennai. Billet rose by 3.14USD/tonne (300INR/tonne) to 471.41USD/tonne (45,000INR/tonne) delivered Mandi Gobindgarh. Mandi ingot prices up by 3.14USD/tonne (300INR/tonne) to 471.41USD/tonne (45,000INR/tonne) EXW Mandi. Bellary PDRI sponge iron prices up by 3.14USD/tonne (300INR/tonne) to 296.47USD/tonne (28,300INR/tonne) EXW bellary.

[India] India billet export indications increased to 465–470USD/tonne FOB India. In the HRC market, Indian exporters were seen raising prices more actively in parts of Asia while remaining cautious in other destinations. However, price levels in Vietnam remained unattractive, and some market participants said no Indian HRC was currently being offered. In Europe, an unconfirmed India-origin HRC deal was discussed at around 680USD/tonne CFR, while China-origin HRC at 645–650USD/tonne CIF Europe remained competitive. Chinese HRC prices continued to rise amid domestic-market support and higher coke costs, while CRC prices edged up slightly, with market sentiment remaining positive. An Indian HRC deal in the UAE also indicated GCC buying interest despite logistical pressure. Meanwhile, a Latin America-origin HMS 1&2 (80:20) deal was heard at around 370USD/tonne CFR India.
