Upon winning, suppliers will be entered into the database by section. The number of pre-selected suppliers for each section ranges from 3 to 8, determined based on the number of valid bidders with a 20% elimination rate, capped at 8. If the number of winning candidates is fewer than 3, the tender for this instance will fail.
