Guangzhou: Plans to Use Special Bonds for the Recovery and Acquisition of Idle Land

The 2025 Annual Housing Development Plan of Guangzhou was released on March 31 on the official website of the Municipal Housing and Urban-Rural Development Bureau, marking the first time Guangzhou has issued an annual housing development plan. This year, Guangzhou will supply residential land steadily and orderly. It will adhere to the principle of supply based on demand and land based on housing, reasonably controlling the scale, timing, and structure of land supply, and keeping the total supply of residential land basically stable. It will support the collection of affordable housing through multiple channels, including the public sale of commercial residential land with supporting facilities. The city is actively planning to use special bonds for the recovery and acquisition of idle land, aiming to reduce the scale of market inventory land, improve the supply-demand relationship of land, enhance the liquidity of real estate enterprises' funds, and promote the stabilization of the real estate market.
