On July 25, 2024, the NDRC and the Ministry of Finance issued a notice on "Several Measures to Intensify Support for Large-Scale Equipment Renewal and Trade-In of Consumer Goods," specifying the allocation of approximately 300 billion yuan in ultra-long-term special government bonds to support large-scale equipment renewal and trade-in of consumer goods, with a clear emphasis on supporting the trade-in of home appliances.

On August 25, 2024, the Ministry of Commerce and three other departments issued a notice on "Further Improving the Trade-In of Home Appliances," specifying that local governments can independently determine the "8+N" categories of home appliances eligible for subsidies, with a maximum subsidy of 2,000 yuan per item. The subsidy funds for home appliance trade-in are shared between the central and local governments on a 9:1 basis, with the central government covering 85%, 90%, and 95% for the eastern, central, and western regions, respectively. Provincial finances will allocate funds based on the central fund distribution.

With the implementation of the home appliance trade-in policy, market confidence has been significantly boosted, and home appliance producers are eagerly ramping up, rapidly stimulating market demand. According to ChinaIOL, the production and sales of household air conditioners saw substantial growth in September. In September 2024, household air conditioner production reached 12.213 million units, up 26.0% YoY from a low base last year. Air conditioner sales were 12.125 million units, up 21.4% YoY.

The production schedule data for white goods also showed impressive performance. According to ChinaIOL, the total production schedule of air conditioners, refrigerators, and washing machines in November 2024 is 31.35 million units, up 20.7% YoY. Specifically, household air conditioner production is 15.192 million units, up 41.6% YoY; refrigerator production is 8.56 million units, up 9.3% YoY; and washing machine production is 7.6 million units, up 2.4% YoY.

The SMM survey of several copper pipe & tube and enamelled wire enterprises supporting the white goods sector provided the following feedback:

For enamelled wire, Guangdong led other regions in order growth. Enterprises indicated that the "national subsidy" policy had a significant stimulating effect on home appliance consumption, and the air conditioner industry transitioned from the off-season to the peak season starting in October, leading to an increase in related enamelled wire demand MoM. Several enamelled wire enterprises in Guangdong reported that since October, they have felt the boost in enamelled wire demand from the home appliance sector, with related orders growing by 8%-10%, and they expect this trend to continue in November.

For copper pipe & tube, October marked the traditional peak season for copper pipe & tube enterprises, with top-tier enterprises seeing order growth. In October, while the overseas market performed well, the domestic home appliance stimulus policy combined with the "Double 11" shopping festival drove a surge in home appliance consumption. Air conditioner production and sales data were impressive, leading to an increase in production schedules for air conditioner enterprises and a corresponding rise in demand for related copper pipe & tube.

Overall, the "national subsidy" policy has significantly boosted the home appliance market, driving growth in orders for related copper processing industries. However, the home appliance industry still faces multiple pressures, including a cooling real estate market, declining population, and sluggish domestic demand. Enterprises are concerned that while the policy stimulus has led to short-term consumption demand growth, it may to some extent, deplete future demand in the home appliance market.

El Niño Risk Exposes Zambia’s Hydropower Dependence as Copper Expansion Raises Power Demand
Zambia’s exposure to El Niño-related rainfall weakness is emerging as a renewed risk to the country’s copper-growth ambitions, with hydropower still accounting for the majority of installed electricity capacity while planned mine expansions are expected to require significantly more power. The risk had already been flagged domestically in June, when Zambia’s Ministry of Green Economy and Environment highlighted forecasts for a new 2026–27 El Niño season and warned of the potential for drought, water shortages, reduced crop yields and other climate-related challenges. More recent international forecasts have since strengthened the outlook for a significant El Niño event during late 2026 and early 2027. According to the Energy Regulation Board’s 2025 Annual Statistical Bulletin, Zambia had 4,118.71 MW of installed electricity generation capacity at the end of 2025. Hydropower accounted for 3,176.14 MW, or 77.11% of total capacity, followed by coal at 8.01%, solar at 7.47%, diesel at 4.73% and heavy fuel oil at 2.67%. This generation mix leaves electricity availability particularly sensitive to rainfall patterns and reservoir inflows. The exposure is significant because Zambia’s copper-growth strategy will require substantially more electricity. The country is targeting annual copper production of 3 million tonnes by 2031, supported by mine expansions, new developments and additional processing capacity. Industry estimates indicate that approximately 2,000 MW of additional power capacity will be required to support the expansion of the mining sector and associated industrial demand. El Niño therefore presents a potential constraint on both sides of Zambia’s copper-growth equation. While mining investment is increasing future electricity demand, prolonged rainfall weakness could simultaneously restrict output from the hydropower system that currently supplies more than three-quarters of installed generation capacity. The experience of the 2023–24 drought illustrates this vulnerability. Weak rainfall and lower reservoir inflows sharply reduced hydroelectric generation, contributing to severe electricity shortages and increased reliance on imports and load-management measures. A repeat of similar conditions during the 2026–27 rainy season could again tighten the power balance as mining demand continues to rise. The key issue for Zambia is therefore not simply expanding installed capacity, but increasing the resilience of the electricity system. Continued investment in solar, thermal generation, regional power imports, transmission infrastructure and other non-hydro sources will be increasingly important if the country is to insulate copper production growth from rainfall variability. For the copper market, the strengthening El Niño outlook adds a potentially important supply-side risk to Zambia’s medium-term production ambitions. With hydropower still representing 77.1% of installed capacity and the mining sector requiring roughly 2,000 MW of additional power, the ability to diversify electricity supply could become a critical determinant of whether Zambia can translate its expanding project pipeline into the targeted 3 million tonnes of annual copper production.

Copper Prices Fall as Consumption Sees a Slight Uptick; Shanghai Spot Copper Premiums Stabilize at Highs [SMM Shanghai Spot Copper]
[SMM Shanghai Spot Copper] Looking ahead to tomorrow, SHFE copper’s absolute prices continued to pull back during the day, prompting some downstream buyers to restock on dips and releasing purchase demand from traders. Market transactions improved markedly compared with yesterday. Standard-quality copper traded relatively smoothly around a premium of 350 yuan/mt, providing some support below spot premiums. Overall, with the pullback in copper prices driving the release of rigid demand and the backwardation structure providing support, but elevated premiums limiting a further rush to buy amid continuous price rise, Shanghai spot copper prices against the 2609 contract are expected to remain at a premium tomorrow, with the overall center likely to consolidate around current levels.
