[SMM Analysis: Can the Notice Issued by the Ministry of Transport Relieve the Transportation Pressure of Aluminium Scrap?] On April 18, the Ministry of Transport issued a document requiring to directly let pass truck drivers with negative nucleic acid test certificate within 48 hours, green health code and normal body temperature. How about the implementation in various regions?

SHANGHAI, APR 20 (SMM) - On April 18, the Ministry of Transport issued a document requiring to let pass truck drivers with negative nucleic acid test certificate within 48 hours, green health code and normal body temperature. And extra limitations and repeated tests are not allowed. The method of "nucleic acid test + antigen test" can be adopted. If the antigen test result is negative, it shall be released immediately, and the passage shall not be restricted on the reason of waiting for the nucleic acid test result. 

In this regard, we selected Shandong, Shanxi, Liaoning and Lianyungang, Jiangsu and other regions with strict control before to conduct research.

Shandong: Recycling companies have heard this news. At present, there was no response in terms of freight transportation, but truck drivers who usually cooperate more have a much better enthusiasm in recent days.

Shanxi: Recycling companies haven't heard of this news yet. At present, the control of outside vehicles was still very strict, so they still chose local trucks recently.

Liaoning: Recycling companies heard the news and were very concerned with the news, but the local control was still strict. Outside vehicles were not allowed to pass so easily as the notice said and they were required to have relevant passes and a series of cumbersome procedures.

Lianyungang: After hearing this news, recycling companies were also very concerned with it, but the local control was still strict and outside vehicles were directly asked to return.
On the whole, the areas were seriously affected by the pandemic before still maintained the previous management policies and do not relax the management of transportation. The main concern is that as the truck drivers may pass through many cities, there is a risk to lead to another pandemic outbreak.

India's Aluminum Industry Struggles with Supply Chain Disruptions and Rising Costs Amid West Asia Conflict
[SMM Aluminum Express News] India’s midstream and downstream aluminum industry is facing a severe crisis due to the ongoing West Asia conflict and disruptions in the Strait of Hormuz, according to the Aluminum Extrusion Manufacturers Association of India (ALEMAI). The conflict has broken supply chains for raw materials and aluminum scrap, causing production in the extrusion segment to drop sharply by 40–50%. Against an installed capacity of 4.2 million tons, extrusion units are currently operating at only 1.2–1.3 million ton, while rolled products stand at around 1.5 million tons. Rising input costs, especially for aluminum scrap, combined with higher logistics expenses and cheap imports, have significantly eroded the competitiveness of domestic producers.
