SHANGHAI, Mar 1 (SMM) – On February 28, the State Council Information Office held a press conference on the promotion of the operation and optimisation of industrialisation and informatisation.

The energy consumption in the industrial sector accounts for about 65% of the total energy consumption in China, which is one of the key areas of energy conservation and carbon reduction. The development of green and low-carbon industries will bring new growth space, new driving force for innovation, and new development opportunities to the industrial economy. There are many things that can be done in green and low-carbon development, and many fields can be explored. China will conscientiously implement the decisions and arrangements of the CPC Central Committee and the State Council, adhere to the system concept. We will properly handle the relationship between development and emission reduction, entirety and part, long-term and short-term goals, government and market. We will maintain the stable market share of manufacturing industry, secure the industrial chain and supply chain, meet the reasonable consumption demand, refine the goals and tasks scientifically, and orderly promote the green and low-carbon transformation of the industry.

The work will be mainly carried out in following aspects:

1. To strengthen top-level policy design

China will implement the "Carbon Peaking Action Plan by 2030" issued by the State Council, actively carry out the carbon peaking action in the key industrial fields including steel, building materials, petrochemical chemicals, non-ferrous metals and other sectors. A series of special policies will be formulated based on the industrial features and actual development in order to promote the carbon peaking in a steady, scientific and orderly manner.

2. To promote the in-depth adjustment of the industrial structure in an orderly manner

China will deepen the supply-side structural reform of key industries, and strive to build an industrial structure that is conducive to carbon emission reduction. China will also strictly implement the production capacity replacement of steel, cement, flat glass, aluminium and other industries, and resolutely curb the blind development of high-energy-consuming, high-emission and low-level projects. In particular, it is necessary to strictly control the energy consumption of key industries such as iron and steel industry.

3. Green and low-carbon transition of manufacturing industry

China will guide the green and low-carbon upgrades of key industries, and promote low-carbon innovation and digital transformation in key industries and fields. We will do a good job in the implementation of the plans for comprehensive utilisation of industrial resources, and strengthen special monitoring and assessing for energy conservation. The cultivation of green data centres will be accelerated as a leading role in demonstration to build a public service platform for carbon peaking in key industries.

4. To create a green and low-carbon product supply system

China will improve the green manufacturing system, continue to strengthen the green design of products, and create a group of green design demonstration enterprises. The government will increase the supply of photovoltaics, fans, energy-saving motors and other equipment, implement special initiatives for the innovation and development of the smart photovoltaic industry, and improve the wind power equipment industry chain. We will revise and improve the dual-credit management system for the energy consumption by fuel vehicles and new energy vehicles, increase efforts to promote the application of new energy vehicles, vigorously develop green and intelligent ships, accelerate the certification of green building materials, and introduce green building materials to the countryside. Through the strengthened the supply of green and low-carbon products, energy, transportation, urban&rural construction and other fields will reach carbon peaks more effectively.
