The funds for the procurement project are self-raised, and the project has met the procurement conditions. Now, a single-round open negotiation is being conducted.

3. Bidder Qualification Requirements

3.3 Bidders for this procurement must meet the following registered capital requirements:

Registered capital for production-oriented bidders: 200 (10,000 yuan) or more

Registered capital for circulation-oriented bidders: 200 (10,000 yuan) or more

3.4 Bidders for this procurement must meet the following performance requirements:

When submitting bids, bidders must provide performance certificates for similar products from January 1, 2023, to the present (scans of contracts and corresponding VAT invoices; any invoice corresponding to the contract is acceptable).

Other requirements: The designated producer for the items in this project is "Sichuan Atlantic Welding Consumables Co., Ltd.". Therefore, bidders are required to specify the producer when participating in the bidding. The products must be original, and factory certificates (original product quality warranty certificates or warehouse withdrawals) from the aforementioned producer must be provided upon delivery. The supplier is responsible for the product quality within the product's validity period.

3.6 For projects that must be tendered according to law, bids from dishonest persons subject to enforcement are invalid.
