The first batch of application demonstration catalogue of key new materials publishes magnesium alloy as a key application demonstration product

In order to further do a good job in the pilot work of insurance compensation for the first batch of key new materials, on December 31, 2021, the Ministry of Industry and Information Technology issued the "demonstration guidance Catalog for the first batch of key New Materials Application (2021 Edition)", which will enter into force on January 1, 2022. The catalogue of demonstration guidance for the first batch of key New Materials (2019 Edition) (original (2019) No.254 of the Ministry of Industry and Information Technology) shall be abolished at the same time. Magnesium alloy wheels and high-performance magnesium alloy extruded materials continue to be listed as the first batch of application demonstration products of key new materials.

The Ministry of Industry and Information Technology issued the catalogue (2021 version) (draft for soliciting opinions) on October 29, 2021, and widely solicited opinions. According to the 2019 edition of the guidance catalogue, the magnesium materials listed in the application demonstration are still magnesium alloy wheels and magnesium alloy extrusions. However, there are some changes in the relevant expressions. The 2021 consultation edition defines the application field of magnesium alloy wheels as "energy-saving and new energy vehicles", while the application scope of the 2019 version is "automobile". The products supported by the 2019 version are "non-rare earth high performance magnesium alloy extruded materials", and the 2021 solicitation version is defined as "high performance magnesium alloy extruded materials". The scope of application has also been revised from "automotive, rail transit, aerospace" to "aerospace equipment, advanced rail transit equipment, energy-saving and new energy vehicles". The "large weight, high performance, wide width magnesium alloy coil" was included in the 2017 and 2018 versions, which was cancelled in the 2019 edition and this consultation version.

Unlike the 2021 draft, the official version removes restrictions on the application fields of the two magnesium alloy materials, meaning that products involving the two new materials can apply for the first batch of insurance compensation. Not limited to energy-efficient and new energy vehicles, all kinds of automotive magnesium alloy wheel projects are eligible to apply for insurance compensation support; magnesium alloy profiles can not only develop new products in aerospace equipment, advanced rail transit equipment, energy conservation and new energy vehicles, but also boldly open up application markets in building formwork, 3C products, bicycles, wheelchairs, outdoor products, household products, logistics and other diversified fields.

According to Dong Chunming, general manager of Shangqing Times Metal Information Consulting Co., Ltd., after the release of the consultation draft at the end of October 2021, a number of enterprises engaged in magnesium alloy processing and Shangjiang.com have proposed amendments to the Ministry of Industry and Information Technology, suggesting that the restrictions on the scope of application should be relaxed to encourage the development and application of a wider range of new magnesium alloy products. In this revision, the Ministry of Industry and Information Technology has fully listened to the suggestions of the relevant units of the magnesium industry, directly lifted the restrictions on the scope of application, and will provide more extensive policy support and financial support for the development and application of new magnesium alloy products. Perhaps, this part of the financial support funds may be limited, but the policy guidance is very clear, which plays a positive role in the development of the industrial chain. Build confidence for magnesium upstream and downstream enterprises in difficulties, and let more enterprises adhere to the road of independent development and industrial collaborative innovation.
