






Recently, Guangdong Zhaoqing High-tech Zone issued a number of measures to save electricity to support the development of the manufacturing industry, the document proposed to vigorously promote the construction of photovoltaic power generation projects, focusing on promoting the construction of energy storage and ice storage projects. Enterprises in the area will be given a subsidy of 150 yuan per kilowatt for the construction of energy storage and ice storage projects, with a maximum subsidy of 1 million yuan for each enterprise in the area.
Not long ago, Wenzhou, Yiwu and other places also issued energy storage subsidy policies one after another. Yiwu subsidizes the energy storage system dispatched by Electroweb with a subsidy of 0.25 yuan / kWh to the energy storage operator according to the actual discharge of the peak for two years. Wenzhou gives energy storage operators 0.8 yuan per kilowatt-hour subsidy according to the actual electricity discharge. This subsidy is unprecedented and will inspire enterprises to participate in exploring a new way of market-oriented operation of energy storage projects.
Since the second half of 2021, many areas in China are facing power shortage, and the contradiction between power supply and demand is becoming more and more obvious. On Sept. 28, the National Energy Administration issued a circular on the Management Code for New Energy Storage projects (interim), which pointed out that Electroweb enterprises should provide Electroweb access services for new energy storage projects fairly and without discrimination. The biggest change in the document is that the condition of "energy storage projects for external services" is limited in the scope of application, which is managed through the boundary of energy storage services, providing more flexible development space for energy storage.
The advantages of traditional thermal power are obvious, which can be matched according to the power demand. The more the power demand is, the more the power demand is, and the less the electricity demand is, the less the power demand is. However, under the background of carbon peak, the proportion of coal and electricity will undoubtedly show a downward trend. In the future, with the promotion of the new electricity reform and the arrival of the energy Internet era, the coordinated development of all kinds of energy and multi-energy complementarity is a major trend, and the advantages of the joint development of coal power and photovoltaic energy storage will gradually appear.
On July 29, the National Development and Reform Commission issued the Circular on further improving the timeshare electricity pricing mechanism. The document points out that all localities should take into account such factors as the peak-valley difference rate of the local power system, the proportion of new energy installed, and the system regulation capacity, and reasonably determine the peak-valley price difference. Where the maximum system peak-valley difference rate is expected to exceed 40% last year or that year, the peak-valley price difference is in principle no less than 414%; in other places, in principle, it is no less than 3:1.
Many places have subsequently issued relevant documents to improve the peak-valley time-of-use electricity price mechanism:
1) in the announcement of Guangxi Development and Reform Commission on improving the scheme of time-of-use electricity price mechanism in Guangxi, it is proposed that peak electricity price and trough electricity price will be formed by 50% rising and falling on the basis of flat section electricity price, and peak electricity price will be formed by 20% above peak electricity price.
2) the Ningxia Autonomous region Development and Reform Commission issued a circular on further improving the peak-valley time-sharing electricity price mechanism, stipulating that the peak price shall be raised by 50% on the basis of the flat price (excluding government funds and additional); the valley price will rise by 50% on the basis of the flat price (excluding government funds and additional).
3) on September 10th, the Zhejiang Provincial Development and Reform Commission issued a circular on matters related to further improving the province's time-of-use electricity price policy, the peak-valley price difference further widened, and the maximum peak-valley price difference between peak price and low price exceeded 0.82 yuan / kWh. Among them, there is a difference between the peak price of large industrial electricity price and that of industrial and commercial electricity price. the peak and valley electricity price of large industrial electricity price rises and falls by 2 cents respectively in July / August, and the difference between peak and valley electricity price is larger than that in other months. The document will be implemented as of October 15, 2021.
The widening of peak-valley electricity price difference is beneficial to promote the development of energy storage industry. According to institutional calculations, if the energy storage on the user side is calculated according to the peak-to-valley electricity difference of 3: 1, the price difference is about 0.5-0.7 yuan per kilowatt-hour, and the peak-valley arbitrage rate of return is-0.6%. 9.8%. If the peak-to-valley price difference ratio is raised to 4: 1, the price difference is 0.75-1.05 yuan per kilowatt-hour, and the peak-valley spread arbitrage yield is 12.4% 27.9%.
At present, many governments and enterprises have taken the first step of energy storage on the user side. On September 7, 2021, the first user-side energy storage project of Ningbo Qiankai Energy Technology Co., Ltd. officially started in the plant of Ningbo Yolanda spray Co., Ltd. The project is the first energy storage project of Ningbo Energy Group Co., Ltd., with an installed scale of 500KW, which reduces the enterprise's energy cost through the peak-valley price difference model and participating in the demand response of Electroweb.
