Under the requirements of the current double-carbon target, double-control policy, commodity supply and price stability and other multiple objectives, the state has adjusted the steel export tax rebate and tariff policy twice in a row, showing the policy orientation for the issue of steel import and export. China's iron and steel industry has entered a new stage of development. Under the dual constraints of resource bottleneck and environmental pressure, taking the road of domestic demand-oriented, resource-saving and environment-friendly development is the inevitable way for the iron and steel industry to achieve the mission of ensuring supply and to maintain and continuously enhance its competitiveness. Based on the new development stage, implementing the new development concept and building a new development pattern, it is necessary for the iron and steel industry to take unified action in steel export, unite and self-discipline, maintain orderly market order, and jointly promote the high-quality development of the industry. According to the relevant national policies and regulations and combined with the actual import and export situation of the iron and steel industry, we have issued initiatives to export enterprises in the industry:

I. raise awareness and consciously control the total amount of exports

The construction of a new development pattern with the domestic great cycle as the main body and the domestic and international double cycles promoting each other is an active choice for our country to deal with the complex and changeable international economic and political pattern and to prevent and resolve major risks in the economic field. This year, around the carbon peak carbon neutralization target node, the state has put forward the target requirements for the iron and steel industry to control production capacity and limit production. Export enterprises should improve their position, change their concepts, actively adjust their export strategies, and consciously reduce the total amount of exports, so as to ensure internal circulation supply and reduce energy and resource consumption.

Second, optimize the structure and reduce the export of ordinary products

Export enterprises should overcome the interference of high international prices and strong export driving forces, conscientiously sort out the variety and quantity of their own export products, optimize and adjust the structure of export products, do not take export as the purpose of making profits, and do not export ordinary products or export less. Output indicators and export indicators should be used to produce and export products with high added value and contribute more to enterprises and the country.

Third, improve quality and efficiency and promote the export of high-end products

The export of high-end products is the embodiment of the comprehensive strength of technology, service and brand, is an important way to improve the technical level of China's iron and steel industry and test product quality, and is the result of overseas market development of export enterprises for many years. Export enterprises should persist in taking high-quality development as the lead, further improve the comprehensive quality and added value of their products, deepen the international supply chain system and accept the test of the international market by participating in international competition, so as to promote the product performance, technological development and service level of China's iron and steel industry.

IV. Strengthen management and control domestic trade to export

Iron and steel enterprises should strengthen the management of sales channels, take practical and effective measures to restrict the re-export of domestic steel, adjust and optimize the customer structure, reduce intermediate sales links, and strengthen the tracking and control of the flow direction of steel sales. from the source to curb the impact of domestic steel re-export on the market.

V. Joint action to maintain the order of the export market

Maintaining a good export market order requires iron and steel production enterprises and steel trading enterprises to work together. Here, we also call on steel trading enterprises to seriously understand the connotation of the policy, domestic trade enterprises to concentrate on doing a good job in the domestic market, foreign trade enterprises to adjust their export structure to comply with the requirements of the policy, and work together with iron and steel production enterprises for a stable and orderly market order.
