Shanghai Pudong promotes high-quality development of key advantageous industries and launches funding for integrated circuits, 5G, etc.

On July 26th, the Science, Technology and Economic Commission of Shanghai Pudong New area issued the notice on carrying out a number of policies and measures to promote the high-quality development of key advantageous industries in Pudong New area in 2020 (encouraging industrial chain coordination-integrated circuits, supporting the first demonstration, promotion and application, supporting support-city soft market, market war new) special subsidy declaration work (hereinafter referred to as "notice").

According to the notice, the declaration conditions for the six topics are as follows:

Topic 1, GZL-C01 encourages industry chain synergy-integrated circuits (buy IP): during the period from January 1, 2020 to December 31, 2020, buy IP to develop high-end chip products for integrated circuit design enterprises.

Topic 2, GZL-C02 encourages industry chain synergy-integrated circuit (first chip): during the period from January 1, 2020 to December 31, 2020, integrated circuit design enterprises realize engineering product streaming for the first time, and integrated circuit manufacturing enterprises provide integrated circuit design enterprises with the first engineering product streaming service; have the layout registration certificate of the product or the related invention patent.

Topic 3, GZL-C03 encourages industry chain synergy-integrated circuits (multi-project wafer (MPW)): during the period from January 1, 2020 to December 31, 2020, integrated circuit design enterprises carry out multi-project wafer (MPW) projects; have product layout registration certificates or related invention patents.

Topic 4, GZL-C04 supports the first demonstration and promotion application-integrated circuits: the sales volume reaches more than 5 million yuan within one year after the first production, and the invoice time for piao sales must be from January 1, 2020 to December 31, 2020; possess the layout registration certificate of the product or the related invention patent.

Topic 5. GZL-C05 supports the first demonstration, promotion and application-5G: 5G core equipment manufacturers entering the centralized procurement list of telecom enterprises, the sales amount of 5G equipment reached 30 million yuan for the first time last year, and the invoice time for piao sales must be from January 1, 2020 to December 31, 2020. For the enterprises that develop 5G core supporting products for 5G equipment manufacturers, the sales volume of 5G products reached 30 million yuan for the first time last year, and the piao invoice time for sales must be from January 1, 2020 to December 31, 2020; they have independent intellectual property rights related to the products.

Topic 6, GZL-F01, GZL-F02 supporting support-Municipal soft Market, Municipal Warfare: supporting projects supported by Shanghai Municipal industrialization Special funds, which are required to pass the acceptance of the project during the period from January 1, 2020 to December 31, 2020. All municipal support funds will be allocated.

With regard to the objects to be declared, the Circular points out that topics 1, 2 and 3 apply for integrated circuit manufacturing enterprises with industrial and commercial registration and tax household management all in the Pudong New area, with normal operating conditions, good credit records and in line with the notice on issues related to Enterprise income tax preferential policies for Software and Integrated Circuit Industries (Finance and Taxation (2016) No. 49). Integrated circuit design enterprises of the second standard and the third standard.

Topic 4 the objects of application are industrial and commercial registration and tax household management in the Pudong New area, integrated circuit manufacturing enterprises with normal operating conditions, good credit records and compliance with the notice on issues related to preferential Enterprise income tax policies for Software and Integrated Circuit Industries (Finance and Taxation (2016) No. 49) and integrated circuit design enterprises under Article 3. The object of the declaration is the small and medium-sized enterprises that meet the notice on Printing and issuing the provisions on the Classification Standard for small and medium-sized Enterprises (Ministry of Industry and Information Technology Joint Enterprise [2011] No. 300).

Topic 5 the object of application is the communication equipment enterprises with normal business status, good credit record and sound financial system, which are both industrial and commercial registration and tax household management in Pudong New area.

Topic 6 the objects of declaration are enterprises with industrial and commercial registration and tax household management in Pudong New area, which meet the provisions of Pufu Regulation (2020) 2.

In addition, with regard to the declaration channels, the notice points out that the administrations and towns of various districts in the Pudong New area accept the declaration and review and recommend it. It is worth mentioning that the same project or product has been funded by the state, Shanghai and other financial funds at the district level, it will no longer be supported.

Any acquisition would strengthen Sinomine’s exposure to niobium outside China and could add another strategic African critical-minerals asset to its expanding international portfolio.

Trekor Advances Aley Niobium Project with Optimised Processing and Commercial Focus
[SMM Flash] Trekor Metals on August 19 provided an update on its wholly owned Aley niobium project in northeastern British Columbia, reporting progress in its proprietary flotation process that has delivered higher niobium recoveries, improved concentrate grades and reduced reagent consumption. The company said the resulting concentrate has been successfully processed into market-grade ferroniobium, a key input for specialty steel production, while work is also underway to evaluate direct production of high-purity niobium oxide. Trekor has appointed Steve Sparkowich as Director, Aley Niobium, to support technical development, market positioning and commercial strategy. According to the company’s existing NI 43-101 technical report, Aley contains 84 million tonnes of proven and probable reserves grading 0.50% Nb₂O₅, with a planned processing rate of 10,000 tonnes per day and projected annual capacity of 14,000 tonnes of ferroniobium over a 24-year mine life. Following successful pilot testing and ferroniobium production, Trekor is now scaling up the programme and shifting its focus towards product marketing, potential offtake parties and processors. The company’s current update indicates continued progress towards commercial development, although the project remains subject to development, financing, permitting and other risks.
