Malaysia launches the first anti-dumping sunset review investigation on China-related cold-rolled sheet

On April 12, 2021, Malaysia's Ministry of International Trade and Industry issued a notice that Malaysia's domestic manufacturer Mycron Steel CRC Sdn. Bhd. The application submitted on March 15, 2021 decided to launch the first anti-dumping sunset review investigation into alloy and non-alloy steel cold-rolled coil (Cold Rolled Coils of Alloy and Non-alloy Steel a thickness between 0.20mm to 2.60mm and width between 700mm to 1300mm) originating from or imported from China, South Korea and Vietnam with a thickness of 0.20mm ~ 2.60mm and a width of 700mm ~ 1300 mm. The Malaysian coordinated tariff number and ASEAN coordinated tariff code (AHTN) of the products involved are 7209.15.00, 7209.16.10 00, 7209.16.90 00, 7209.17.10 00, 7209.17.90 00 and 7209.18.99 00. The final adjudication of the case will be made within 180 days from the date of filing the case.

The questionnaire will be distributed to the relevant importers, producers, exporters and associations. Other stakeholders should collect the questionnaire from the Malaysian Ministry of International Trade and Industry no later than April 27, 2021. The questionnaire and relevant supporting materials should be submitted to the Malaysian Ministry of International Trade and Industry no later than May 11, 2021.

August 27th, 2015, should be CSC Steel Sdn. Bhd. Malaysia filed an anti-dumping investigation against cold-rolled alloy and non-alloy steel coils originating in China, South Korea and Vietnam with a thickness of 0.20mm ~ 2.60mm and a width of 700mm ~ 1300 mm. On May 23, 2016, Malaysia issued a final anti-dumping ruling on the case, imposing anti-dumping duties on products originating in China, South Korea and Vietnam for a period of five years, valid from May 24, 2016 to May 23, 2021. The dumping ranges of the products involved were 5.61% for China Benxi Iron and Steel Co., Ltd. ((Bengang Steel Plates Co., Ltd.), 13.44% for Jiangsu Shagang International Trading Company ((Jiangsu Shagang International Trade Co., Ltd.), 23.78% for other Chinese enterprises, 3.78% for South Korea's Posco (POSCO), 11.55% for Hyundai Iron and Steel (Hyundai Steel Company), and 21.64% for other South Korean enterprises. Pohang Vietnam (POSCO-Viet Nam Co., Ltd) is 3.09%, Sinosteel Yujin Vietnam (China Steel Sumikin Viet Nam Joint Stock Company) and other Vietnamese enterprises are 13.68%. The Malaysian coordinated tariff codes for the products involved are 7209.15 000, 7209.16 000, 7209.17 000, 7209.18 290, 7209.18 900, 7225.50 000, and the ASEAN coordinated tariff codes (AHTN) are 7209.15 00 00, 7209.16 00 00, 7209.17 00 00, 7209.18 99 20, 7209.18 99 90, 7225.50 10 00. The products involved do not include tinned black steel plates and cold-rolled coils of all grades and specifications for automobiles.
