Since 2016, the iron and steel industry has resolutely implemented the arrangements of the CPC Central Committee and the State Council, fulfilled the five-year goal of reducing crude steel production capacity by more than 150 million tons ahead of schedule in three years, and thoroughly cleared more than 140 million tons of "strip steel" that has harmed the industry for many years. As a result, "zombie enterprises" and backward production capacity should be withdrawn, enterprise workers can be properly resettled, the market environment can be effectively improved, and superior production capacity should be brought into full play. The utilization rate of production capacity has returned to a reasonable level, and the image of the industry has been greatly improved, which has laid a solid foundation for promoting the healthy development of the steel industry, and made a positive contribution to the recovery and prosperity of the global steel industry.

The operation quality of the industry has been significantly improved.

Taking advantage of the east wind of production capacity, the industry has made various efforts to turn losses into profits in 2017, achieve sustained profit growth in 2016 and 2018, and reach the best level in history in 2018. In the past five years, by November last year, member enterprises had accumulated profits of nearly 900 billion yuan, 21 times that of the 12th five-year Plan; the average sales profit margin of member enterprises was 4.75%, stable at a good level; the average asset-liability ratio of member enterprises dropped from 71.04% at the end of 2015 to 62.27% at the end of 2020, the debt level dropped significantly, and the debt structure improved significantly.

Continuous optimization of industrial structure

Baowu of China was established, and successively reorganized Maanshan Iron and Steel Co., Ltd., Chongqing Iron and Steel Co., Ltd., and Taiyuan Iron and Steel Co., Ltd. Over the past five years, the material research and development capability of the iron and steel industry has been significantly enhanced, and the proportion of production and application of high-end products has been significantly A large number of high-quality key products have been successfully developed independently, which has strongly supported the iron and steel materials used in the high-end equipment manufacturing industry, 350 km / h high-speed EMU axles and bogies have successfully completed the operation examination, ultra-thin stainless steel precision belt, high-strength thermoformed automobile plates, new energy automobile motor high-performance silicon steel and other products have been in the international leading position. A number of ultra-high strength steel, stainless steel and superalloy research and development have successfully realized the self-control of international military steel. While making breakthroughs in high-end products, the physical quality of iron and steel products has also been steadily improved. From 2015 to 2019, there are a total of 754 steel products in the industry, the physical quality of which has reached the forefront of similar international products, and 51 products have reached the international advanced physical quality level.

The level of environmental protection and energy conservation has been significantly improved.

Iron and steel enterprises have actively adopted advanced energy-saving and environmental protection clean production technology and equipment, continuously promoted the upgrading of ultra-low emissions, continuously raised the level of energy conservation and environmental protection, and made positive contributions to the battle of pollution prevention and control and the defense of the blue sky. During the 13th five-year Plan period, the iron and steel industry reduced a total of 850000 tons of smoke and dust particles, 1.94 million tons of sulfur dioxide, 500 million cubic meters of waste water and 2.2 billion cubic meters of new water. Shougang Qiangang Co., Ltd. invested more than 2 billion yuan to carry out ultra-low emission transformation, becoming the first Class An enterprise approved by the Ministry of Ecology and Environment to realize ultra-low emissions in the whole steel production process. Rapid development of intelligent manufacturing

Industrial robots, unmanned driving, unmanned trolley, unmanned warehousing and other intelligent manufacturing technologies have been applied; the level of large-scale customization has been gradually improved, and the horizontal integration between enterprises and the vertical integration within enterprises have been carried out through intelligent manufacturing. Intelligent research, service, procurement and sales have been realized. It has promoted the transformation of the production mode of the traditional iron and steel industry. At present, 7 enterprises and 9 projects have become pilot demonstration projects of intelligent manufacturing.

Positive results have been achieved in enterprise reform and management innovation

In accordance with the requirements of strengthening, optimizing and expanding state-owned enterprises, state-owned iron and steel enterprises have made important progress in reorganizing and establishing state-owned capital investment companies, promoting the reform of mixed ownership, improving the modern enterprise system, focusing on the main iron and steel industry, and innovating business models. Shagang and other private iron and steel enterprises coruscate new vitality through the reorganization of mixed ownership of state-owned enterprises. The advanced level of benchmarking in iron and steel enterprises, the implementation of excellent performance management, lean management, six Sigma management, consistent management and other advanced management methods have promoted the improvement of management, and a number of management innovation achievements that have influence in the country and attracted attention in the industry have emerged.

Great progress has been made in the construction of internationalization.

The iron and steel industry responded positively to the "Belt and Road Initiative" initiative and made every effort to promote international production capacity cooperation. Hegang controlled the Serbian steel plant, dedicated to the acquisition of British Iron and Steel Company, and Guangxi Shenglong built a comprehensive steel plant in Mazhong Guandan Industrial Park. The Vietnam steel plant project contracted by China Metallurgical Group has been put into production smoothly, and the technical equipment has reached the international advanced level.
