SMM: in order to further understand and grasp the current situation and new problems of China's scrap resources recovery, processing and application system, strengthen the efficient, scientific and rational use of iron resources in China's iron and steel industry, and promote the development of green transformation and upgrading of the iron and steel industry, the Special Research Group of the Economic Committee of the CPPCC National Committee recently conducted a special survey on Jiangsu and Guangdong provinces. Liu Lihua, former vice minister of the Ministry of Industry and Information Technology and vice chairman of the Economic Committee of the CPPCC National Committee, Tang Fuping, chairman of the China Minmetals Corporation, secretary of the party group and member of the CPPCC National Committee, and he Wenbo, secretary of the party committee of the China Iron and Steel Association and member of the CPPCC National Committee, jointly led the team. The research team investigated the production sites and production lines of steel production, scrap processing and ship-breaking enterprises such as CITIC Pacific Special Steel Group Co., Ltd., Zhangjiagang Huaren Renewable Resources Co., Ltd., Jiangsu New Yangtze River Group, Ouye chain Gold (Jingjiang) Renewable Resources Co., Ltd., Guangdong Guangqing Metal Technology Co., Ltd., etc. And held discussions and exchanges with functional departments, typical iron and steel enterprises and scrap processing enterprises in Jiangsu Province and Guangdong Province, which are involved in scrap recycling, processing, logistics, trade, taxation, environmental protection, customs and other links.

He Wenbo said that at present, there are many problems to be solved in the recycling, processing and utilization of scrap in China, mainly in the following three aspects: import restrictions, poor tax order, and non-standard industry. We should give full play to the reusable recycling function of iron and steel materials, maximize the partial substitution of iron ore by international and domestic scrap and other iron resources, and gradually make it one of the reliable guarantee channels of iron and steel production resources. In terms of tax order, it is suggested to optimize the detailed rules for the implementation of the Circular of the State Administration of Taxation of the Ministry of Finance on issuing the preferential catalogue of value-added tax on products and Services for Comprehensive Utilization of Resources (Finance and Taxation (2015) No. 78), appropriately increase the proportion of VAT rebate, and unify the method of income tax examination and approval. In terms of industry norms, we should start with the improvement and upgrading of standards, cultivate a number of leading enterprises in the high-quality scrap processing industry under the guidance of standards and norms, standardize the order of scrap recycling links, and solve the situation of "small disorder" in the scrap industry.

He Wenbo stressed that in the context of global climate change, green recovery and low-carbon development, the issue of recycling iron resources is not only an industry issue, but also a national and global issue. It is of direct and important significance to the economy of the industry, the resource security of the country and the response to climate change. Scrap, as an important renewable resource, is an important production raw material in the iron and steel industry. We should pay attention to the recovery and utilization of scrap resources from the perspective of resource strategy. How to guide and standardize the healthy development of the scrap industry and improve the level of recycling of scrap resources in China, so as to improve the industrial chain level and anti-risk ability of the iron and steel industry, it is necessary for the government, industry and enterprises to actively respond to the joint efforts.
