SMM News: in order to conscientiously implement the decision-making and deployment of the CPC Central Committee and the State Council, adhere to the positioning of "houses are used for living, not for speculation", achieve the goal of stabilizing land prices, stabilizing housing prices, and stabilizing expectations, and continue to maintain the stable and healthy development of our city's real estate market, we are hereby notified as follows.
I. strengthening the regulation and control of the land market
(1) to increase the supply of residential land, optimize the supply structure, account for not less than 60% of the commercial land, and not less than 70% in areas where supply and demand are tight, and give priority to ensuring the supply of indemnificatory housing land.
(2) to establish a linkage mechanism of house prices and land prices, effectively regulate and control land prices, and guide the main body of the market to acquire land rationally.
(3) comprehensively clean up the situation of undeveloped land and make it known to the public, step up efforts to promote the construction of undeveloped land, strictly implement the regulations on the disposal of idle land, and resolutely crack down on the act of covering land and land.
II. Implementing prudent financial management
(4) continue to implement the differential credit policy, strictly examine the sources of funds for the down payment of houses, and strictly prevent the illegal misappropriation of consumer loans and personal operating loans.
Third, support the reasonable demand for self-occupation
(5) vigorously implement the expansion of rental subsidies and raise standards, including public transport, sanitation, education, health and other public service industries into the scope of protection, to ensure housing, and to ensure that it should be fully guaranteed.
(6) further cultivate and standardize the development of the housing rental market, effectively increase the supply of rental housing by means of new construction, reconstruction and invigorating the stock, and solve the housing problem of new citizens by rent and purchase at the same time.
(7) accelerate the organic renewal of cities, intensify the transformation of old residential areas, and improve the quality of living.
Fourth, improve the housing regulation and control policy.
(8) strictly implement the policy of housing purchase restrictions, strengthen the examination and verification of house purchase qualifications, and severely crack down on fraud.
(9) to increase the proportion of priority for households with shed reform and households without houses in notarization lottery, the lowest proportion of priority for households with no houses will be raised from 10% to 20%, and the lowest proportion of households with no houses will be increased from 50% to 60% of the remaining housing sources successively.
(10) to strengthen the examination and approval of the sales plans of hot buildings, reasonably determine the proportion of housing supply to the number of subscribers, and give priority to ensuring the purchase demand of households without houses.
(11) give full play to the role of tax regulation, and adjust the number of years of collection and exemption of value-added tax on the transfer of individual housing from two years to five years.
V. strengthening market supervision and monitoring
(12) continue to carry out the work of rectifying the order of the real estate market, real estate development enterprises, intermediary institutions and employees, and all kinds of loan subjects suspected of covering up the market, raising prices, false advertisements, fabricating and spreading false remarks, driving up house prices, illegally misappropriating all kinds of credit funds into the real estate market, and all kinds of loan subjects shall be dealt with seriously in accordance with the rules and regulations.
(13) improve the monitoring and evaluation system of the real estate market, strengthen departmental information sharing and business coordination, and further improve the scientific nature and accuracy of monitoring and evaluation.
VI. Strengthen the propaganda and guidance of public opinion
(14) establish a regular information release mechanism, accurately interpret market trends and policies, respond to social concerns in a timely manner, and stabilize market expectations.
(15) strengthen the restriction and control over the release of information by real estate development enterprises, intermediary agencies and other market entities, standardize self-media in the real estate field, and severely crack down on all kinds of speculation.
This circular shall enter into force as of the date of issuance.
