SMM: in order to implement the requirement that "houses are for living, not for speculation," support reasonable demand for self-occupation, curb speculation, and promote the stable and healthy development of the real estate market in Hangzhou, today, the office of the Hangzhou Real Estate leading Group for stable and healthy Development issued a notice on further promoting the stable and healthy Development of the Real Estate Market (hereinafter referred to as the "notice"). Further clear provisions have been made on the land market, housing loans, tax policy, purchase restriction policy, identification of households without houses, and so on.

In particular, the notice makes further clear provisions on the identification of homeless families, making it clear that home buyers who are unmarried and single over the age of 30 and have no record of self-owned housing within the scope of purchase restrictions in this city, and those who have been divorced and single for more than 3 years and have no record of self-owned housing within the scope of purchase restrictions in this city for more than 3 years, can be identified as homeless families.

In addition, we will increase the proportion of housing tilts for households without houses, and the proportion of commercial housing will reach 80%.

At the same time, it is stipulated that houses acquired by homeless families in the form of priority purchase shall not be listed for trading within 5 years from the date of online signing of the sale and purchase contract for the record.

The notice calls for strengthening the regulation and control of the land market, increasing the supply of residential land, optimizing the supply structure, and continuing to promote the sale of residential land by "limiting housing prices and competing for land prices". At the same time, the land transfer plan and the construction of the land that has been sold should be made public on a regular basis, so as to be subject to social supervision.

The "Circular" calls for strengthening the prudent management of housing loans: first, strictly implement the differential housing credit policy and strengthen the examination of borrowers' qualifications; second, strictly implement income identification standards and monthly income ratio requirements, and accurately verify the true income of borrowers; third, strictly examine the sources of funds for down payment for house purchase, and strictly prevent illegal misappropriation of consumer loans, personal operating loans, and so on.

The notice clearly further unifies the tax policy, and the deed tax can only be paid when purchasing newly built commercial housing within the scope of this city.

The notice improves the policy of housing purchase restrictions, and it is clear that if parents settle in this city by relying on adult children, they can only purchase newly built commercial housing and second-hand housing within the scope of purchase restrictions in this city for three years as independent house-buying families.

The Circular shall enter into force as of the date of promulgation.
