Third, we will strictly control production capacity that violates the law and violates the law. In accordance with the requirements of investigating responsibility, handling personnel, going through formalities and resuming production "four synchronizations and four in place", we will actively promote the handling of violations and violations of construction projects. We will coordinate and speed up the handling of relevant formalities for coal mine projects that are in place and meet the relevant conditions in accordance with the law, so as to realize the construction and production in accordance with the law.

Fourth, we will do a good job in eliminating production capacity, ensuring supply, and stabilizing prices as a whole. In view of the rapid growth in energy demand and the frequent occurrence of abnormal weather since the beginning of this year, In conjunction with relevant departments, we will increase the release of high-quality production capacity, strengthen transport coordination and security, promote the signing and performance of medium-and long-term contracts, strengthen expected guidance and market supervision, and coordinate and do a good job in reducing production capacity, ensuring supply, and stabilizing prices.

In the field of iron and steel, three aspects of work have been emphatically promoted.

First, we will promote the implementation of the annual capacity reduction target. The 2018 crude steel production capacity reduction plan reported by various localities has been confirmed. through regular strict law enforcement and the implementation of mandatory standards, backward production capacity that does not meet the standards and does not comply with industrial policy has been withdrawn in accordance with the law. Ensure that annual target tasks are met.

Second, we will strengthen and consolidate the achievements made in reducing production capacity. We will always maintain a high-pressure situation in which outcrops are exposed, strictly prohibit new production capacity, strictly prevent the resurgence of "strip steel" and the resumption of excess capacity that has been resolved, strictly close the replacement of iron and steel production capacity and the filing of projects, and prevent production capacity from "decreasing while increasing."
