Chinese Authorities to Examine Captive Power Plants at Aluminum Smelters in Six Major Producing Provinces

Coal-fired captive power plants at aluminum smelters in China’s six major aluminum producing provinces will come under on-site scrutiny before the end of June.

SHANGHAI, Jun. 29 (SMM) – Coal-fired captive power plants at aluminum smelters in China’s six major aluminum producing provinces will come under on-site scrutiny before the end of June, according to a notice issued by the National Development & Reform Commission (NDRC) and National Energy Administration (NEA).

These six provinces include Xinjiang, Inner Mongolia, Gansu, Guangxi, Jiangsu and Shandong.

At least three producers in each of these six provinces will be examined, according to industry insiders. The checks will focus on three aspects: 1. basic conditions of coal-fired captive power plants, i.e. number of power plants, whether power plants comply with rules and regulations; 2. whether power plants pay fees in accordance with rules; 3. whether power plants’ emissions reach standard.  

New aluminum capacity is concentrated in Xinjiang, Shandong and Inner Mongolia, etc. in recent years. Most of the new aluminum plants in these regions have captive power plants.
