China’s 2013 Aluminum Industry Standards Set Higher Threshold for the Industry

China’s Ministry of Industry & Information Technology (MIIT) released Aluminum Industry Standards (hereinafter “the Standards”) on July 18, 2013, effective immediately

 SHANGHAI, Jul. 25 (SMM) – China’s Ministry of Industry & Information Technology (MIIT) released Aluminum Industry Standards (hereinafter “the Standards”) on July 18, 2013, effective immediately.  

The Standards modified Aluminum Industry Entrance Requirements issued in 2007 in regard to energy and resource consumption, technology and equipment for alumina, aluminum and secondary aluminum projects. In addition, quality requirements are set for bauxite, alumina and aluminum projects. Scale, energy consumption and raw material requirements are also added for alumina projects using alumina-rich pulverized fly ash. Scale requirement was cancelled for aluminum processing industry. Energy-saving and emission-reduction thresholds are set higher for alumina and aluminum projects.

Alumina 1) Projects using imported bauxite must have stable imported raw material supply. Bauxite secured through 5 years or more JV agreement must account for over 60% of demand;
2) Standard coal consumption must be <480 kg/mt for new Bayer process projects, and <750 kg/mt for other process projects;
3) Standard coal consumption must be <500 kg/mt for legacy Bayer process projects, and <800 kg/mt for other process projects;
4) Alumina recycling rate of new Bayer process projects with Al/Si ratio >7 must exceed 80%. The adoption of red mud treatment technology is being encouraged as it helps improve alumina recycling rate and reduce alkali consumption. Water consumption per ton alumina must <3 mt. Floor area must <0.5 m2/mt; 
5) Scale, energy and raw material consumption requirement is set for new projects using alumina-rich pulverized coal ash.
1) Projects using imported bauxite must exceed 600,000 mt/yr in capacity.Bauxite secured through 5 years or more JV agreement must account for over 60% of demand. Convenient transportation required; 
2) Standard coal consumption per ton alumina must be <500 kg for new Bayer process projects; 3) Standard coal consumption per ton alumina must be <520 kg for existing Bayer process projects, and <900 kg for projects adopting other process;
4) Overall recycling rate must>81% for new Bayer process projects. Water consumption per ton alumina must be <8 mt. Floor area must be <1 m2/mt.
Aluminum 1) New projects must integrate coal-(water)-electricity-aluminum or aluminum-electricity, with sufficient raw material supplies and convenient transportation;
2) New and renovated projects must use 400kA or above prebaked cells. Prebaked cells at existing lines must be ≥160kA;
3) New and renovated projects must consume <12,750 kWH (AC power) per ton aluminum liquid and <13,200 kWH (AC power) overall per ton aluminum ingot. Current efficiency must be ≥93%;
4) Legacy projects must consume <13,350 kWH (AC power) per ton aluminum liquid and <13,800 kWH (AC power) overall per ton aluminum ingot. Current efficiency must be ≥92%;
5) New and renovated projects must consume <1,920 kg alumina per ton aluminum, and <18 kg fluoride salt per ton aluminum liquid, and <410 kg prebaked anode for 1 mt of aluminum, and <3 mt water for 1 mt of aluminum. Floor space must be <1.5 m2/mt;
6) Fluorine emissions must be <0.6 kg/mt.
1) No coal-electricity-aluminum integration requirement
2) Outdated capacity elimination and environmental protection renovation projects must use ≥200KA electrolytic cells;
3) Overall AC power consumption per ton aluminum must be <14,300 kWh for new and renovated projects. Current efficiency must be >94%;
4) Overall AC power consumption per ton aluminum must be <14,450 kWh for existing plants. Current efficiency must be >93%;
5) Alumina consumption per ton aluminum must be <1,920 kg for new and renovated projects. Fluoride salt consumption per ton aluminum liquid must be <25 kg. Prebaked anode consumption must be <410 kg/mt. Water consumption per ton aluminum must be <7 mt. Floor space must be <3 m2/mt;
6) Fluorine emissions must be <1 kg/mt.
Secondary aluminum 1) New projects must be >100,000 mt/yr. Legacy plants must be ≥50,000 mt/yr;
2) Energy consumption requirement is set for new and renovated projects.
1) New projects must be >50,000 mt/yr. Existing plants must be >20,000 mt/yr. Capacity must be >30,000 mt/yr for renovated and expansion projects;
2) No energy consumption requirement
Aluminum processing No scale requirement for single product aluminum processing projects Single product capacity requirements set at: >50,000 mt/yr for plate, sheet, strip; >30,000 mt/yr for foil; >50,000 mt/yr for extrusions
carbon anode and cathode Independent carbon anode plants with capacities below 150,000 mt/yr and independent carbon cathode plants with capacities below 20,000 mt/yr forbidden Continuous mixing and kneading technology is a must. Independent carbon plants with capacities below 100,000 mt/yr prohibited
