The People's Government of Luoyang City issued the Notice on the Implementation Plan for the Pilot Construction of Synergistic Innovation in Pollution Reduction and Carbon Emission Reduction in Luoyang (hereinafter referred to as the Notice). The Notice proposes to accelerate the development of the hydrogen energy industry, promote the application of hydrogen fuel cell vehicles, and by the end of 2026, achieve the promotion and application of 360 units of hydrogen fuel cell vehicles, construct three hydrogen refueling stations, and realize a cumulative output value of no less than 30 billion yuan for the entire hydrogen energy industry chain. Specific contents are as follows. Accelerate the development of the hydrogen energy industry. Continuously promote the localization of the hydrogen energy industry chain, scale up production, and intensify operations, establishing a hydrogen supply system that combines industrial by-product hydrogen, fossil raw material hydrogen, and renewable energy hydrogen, and build one to two demonstration projects for energy-based hydrogen production. Establish a production and manufacturing center for hydrogen energy industry equipment, initially achieving local support for key components and basic materials of fuel cells, basically addressing the shortcomings of the fuel cell vehicle industry chain, with an annual capacity of 5,000 units for various types of hydrogen fuel cell vehicles. Strengthen the demonstration application of hydrogen energy, cultivate over 30 enterprises related to the hydrogen energy industry chain, focus on cultivating no less than 10 leading enterprises in the hydrogen energy sector, explore the construction of two demonstration projects for the application of green and low-carbon technologies such as fuel cells, reduce the cost of using hydrogen to below 30 yuan/kg, and by the end of 2026, achieve the promotion and application of 360 units of hydrogen fuel cell vehicles. Support the construction of integrated energy stations for oil, gas, hydrogen, and electricity services, and the renovation and expansion of existing gas stations into combined oil and hydrogen stations, and construct three hydrogen refueling stations. By the end of 2026, achieve a cumulative output value of no less than 30 billion yuan for the entire hydrogen energy industry chain. Accelerate the promotion and application of new energy vehicles such as pure electric and hydrogen fuel vehicles. Promote the diversification and low-carbonization of transportation energy, steadily and orderly replace internal combustion engine vehicles with new energy vehicles such as pure electric and hydrogen fuel vehicles, and require newly added or updated urban public buses and taxis to use new energy vehicles. Promote the application of pure electric heavy trucks for short-distance transportation within coal, building materials, and other industrial and mining enterprises. Expand the application scenarios of hydrogen fuel vehicles, integrate the demonstration application of fuel cell vehicles, and prioritize the promotion and application in the transportation sector, conducting commercial demonstration operations of hydrogen fuel cell vehicles at major city transportation hubs and large scenic areas.
