In 2017, China carried out the reform of the new mineral resources rights fund system. How to effectively solve the problem of increasing the burden of resources taxes and fees in mining enterprises is a "must-answer" to maintain the healthy development of the mining industry. In this regard, Song Xin suggested that, first, introduce a policy on the adjustment of income from the transfer of mining rights as soon as possible, and decouple the policy from the examination and approval procedures for the new establishment, extension, expansion and integration of mining rights, so as to create conditions for enterprises to fight the epidemic and promote national and local economic development.
The second is to comprehensively consider the economic connotation of the income from the transfer of mining rights and resources tax in the mineral resources rights and interests fund, so as to avoid repeated collection in the calculation and calculation of taxes and fees; for high-risk minerals such as gold, if the exploration right is obtained in advance by application before the reform, the income from the transfer of mining right shall no longer be paid.
