Recently, the people's Government of Guangxi Zhuang Autonomous region issued the opinions on further strengthening the Development and Protection of Mineral Resources and promoting the High-quality Development of the region, in order to further strengthen the development and protection of mineral resources, improve the level of orderly development and comprehensive utilization of mineral resources, strive to promote the modernization of mining governance capacity, and promote high-quality development in Guangxi Zhuang Autonomous region.

Mineral resources are the important material basis for the economic and social development of our region, and the mining industry is one of the important pillar industries in our region. In recent years, our region has achieved certain results in the development and protection of mineral resources, and the mining economy has developed greatly, which has effectively promoted the stable and healthy development of our region's economy and society. however, there are still some problems, such as unreasonable layout of mining development, not high level of scale, extensive utilization and insufficient ecological environment protection. In order to further strengthen the development and protection of mineral resources, improve the level of orderly development and comprehensive utilization of mineral resources, strive to promote the modernization of mining governance capacity, and promote the high-quality development of our region, the following suggestions are put forward.

I. overall requirements

Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, we should fully implement the spirit of the 19th CPC National Congress and the second, third and fourth Plenary sessions of the 19th CPC Central Committee, adhere to the new concept of development, and adhere to the principle of giving priority to conservation, protection and natural recovery. adhere to scientific planning, orderly development, efficient utilization and innovative management, strengthen the protection of mineral resources, and promote the conservation and comprehensive utilization of mineral resources. We will improve the policy system and working mechanism of mineral resources management, and provide strong support for promoting high-quality development and the construction of ecological civilization in our region, building a magnificent Guangxi and reviving the dream together.

Second, strengthen planning control and optimize the layout of development.

(1) strengthen the management and control of the three control lines. Strictly abide by the three control lines of ecological protection red line, permanent basic farmland and urban development boundary (hereinafter referred to as the three control lines). Within the red line of ecological protection, mining activities are prohibited in the core reserves of nature reserves, and in other areas, except for strategic energy resources exploration and public welfare natural resources survey and geological exploration required by the security of national major energy resources, newly established mineral resources exploration and development projects are prohibited. With the exception of oil and gas exploration rights and uranium mining rights, mining rights that have been established in accordance with the law shall be disposed of or withdrawn in an orderly manner in accordance with the relevant provisions. Strict protection of permanent basic farmland, except for geothermal, mineral water and other exploration and mining does not cause permanent basic farmland damage, collapse damage, non-strategic mineral new mining rights should avoid permanent basic farmland. Except for the exploitation of geothermal and mineral water, no new mining right may be established within the development boundary of cities and towns. The people's governments at or above the county level in the region shall establish a compensation mechanism for the withdrawal of legal mining rights within the three lines of control. (2) to adjust the layout of exploration and development. We should strictly implement land and spatial planning, take into account such factors as environmental carrying capacity, endowment of mineral resources, suitability for development and industrial layout, scientifically delimit the areas for exploration and development, guide the gathering of elements, coordinate exploration and development, and build a pattern of exploration and development with prominent priorities and concentrated development in the areas outside the three lines of control. We will increase investment in the exploration of strategic minerals and advantageous minerals in our region, and strive to increase a number of resource reserves. Focus on promoting calcium carbonate, quartz sand and other minerals urgently needed for economic development, especially emerging clean energy minerals such as geothermal and shale gas, as well as strategic mineral exploration and development of aluminum and rare earths; focus on building resource development bases such as Baise-Chongzuo aluminum-manganese, Hechi tin-lead-zinc, Hezhou-Wuzhou-Yulin-Chongzuo rare earths, and Hezhou-guest calcium carbonate to create an important strategic core area for the protection of mineral resources. We will increase the exploration and exploitation of oil and gas, combustible ice and other resources in the Beibu Gulf. (3) to strengthen the protection of mineral resources. We will establish a reserve system for mineral resources and carry out exploration and reserves for strategic and advantageous minerals such as rare earths, bauxite and tungsten. We will explore the collection and storage of important mineral resources that have been identified in the three control lines, the overlying of construction projects and the policy closure of mines with remaining reserves. Adhere to the principles of high quality and good use and on-site deep processing, and limit the development of high-quality limestone and other calcium carbonate resources as sand and gravel aggregate raw materials. According to the principle of strictly controlling alumina production capacity and linking electrolytic aluminum production capacity, bauxite resources are allocated as a whole. Strict allocation of rare earth resources and control of mining index and separation index. (4) strictly control the total amount of sand and gravel soil development. Strictly formulate and implement mineral resources planning, and scientifically determine the control number of sand and gravel mining rights and planned mining areas in various cities and counties. The establishment of sand and gravel mining rights shall be in line with the planned spatial layout and shall not break through the control number of mining rights. If the established mining rights are not in line with the mineral resources planning, they shall be closed and withdrawn within a time limit. No new open-pit mines may be set up on both sides of railways, highways, national highways, provincial highways, tourist highways, etc., and existing mines shall be closed and withdrawn within a specified period of time in accordance with the regulations. III. Promoting transformation and upgrading and promoting industrial development

(5) promoting green exploration and development. We will vigorously develop the green mining industry and promote the transformation and upgrading of the traditional mining industry. By the end of 2022, all mines to be built in the region will meet the standards and build green mines in batches, and those that fail to meet the standards within the required time limit will be rectified and reformed, and those that fail to meet the standards should withdraw in an orderly manner. Establish and improve green exploration standards, and by the end of 2022, all geological exploration projects in the region will achieve green exploration. (6) optimize the structure of development and utilization. We will greatly reduce the number of small mines, guide the construction of large and medium-sized mines, and form a scale structure dominated by large and medium-sized mines. In principle, it will no longer approve new sand and gravel mines such as calcium carbonate mines and open-pit mining quarries below the scale of large-scale production. For coal mines with a design production capacity of 90,000 tons per year, the mining license will not be renewed after the expiration of the mining license. Mines with extensive utilization, backward technology and environmental pollution shall be eliminated in accordance with the law. We will encourage and guide mining-related processing enterprises to enter the park, cultivate a number of mining groups with the integration of mining, separation and metallurgy, and speed up the formation of an industrial structure with advanced technology, long industrial chain, diverse products and high added value. We will promote the application of big data, artificial intelligence and industrial Internet in the mining industry, and enhance the automation, intelligence and information level of mining enterprises. (7) to promote the industrialization of superior resources. We will formulate and implement the development plan and overall plan for key resource-based industries, strive to promote the large-scale development of superior resources such as bauxite, manganese, rare earth, cement limestone and calcium carbonate, and further expand and strengthen the aluminum and manganese industry. to create new industries of hundreds of billions of yuan, such as calcium carbonate and rare earths. Ensure the supply of sand and gravel resources, vigorously develop mechanized sand and gravel, lay out a number of sand and gravel centralized mining areas and large-scale sand-making enterprises in major rivers and transport channels, and reasonably serve local sand and gravel processing bases or distribution centers in cities and counties. For the approved construction project, the sand and gravel resources excavated within the red line of the approved land and during the construction period shall, in addition to being used for the construction project, the people's governments of each city and county may uniformly sell the remaining sand and gravel resources through the public resources trading platform. We will strengthen the protection of sea sand resources, strictly develop sea sand resources, rationally transfer sea sand mining rights and sea area use rights, standardize the utilization of sea sand dredged in waterways, and promote the development and industrialization of sand and gravel resources. IV. Strengthening Mine Management and promoting Ecological Restoration

(8) strict green access for newly-built mines. Strict access requirements for mineral resources planning, ecological environment protection, production safety and other aspects of mineral development. We will fully implement the "three Synchronize" system for the development and utilization of mineral resources and the mine geological environment protection and land reclamation program, including the compilation of Synchronize, the examination of Synchronize, and the implementation of Synchronize. The mining and management of newly built mines must be carried out in strict accordance with the relevant technical plans. (9) strict control of Synchronize production in mines. We will improve the supervision mechanism for the repair and management of production mines, strictly implement the main responsibility of mining enterprises for "mining, governance and repair", and ensure that new governance debts do not arise. Strengthen the dynamic monitoring and joint inspection of geological environmental protection and land reclamation in production mines, rectify and reform enterprises that do not carry out treatment and reclamation in accordance with the requirements of Synchronize, and be included in the list of abnormal exploration and mining information of mining owners. The phased acceptance system for mine ecological restoration shall be implemented. if it fails to pass the acceptance, the renewal registration of mining rights shall not be handled. (10) innovating the management of abandoned mines. Formulate and implement the ecological restoration and governance plan of abandoned mines, give full play to the guiding role of financial funds, vigorously promote market-oriented operation and scientific management model, encourage social capital to participate in the restoration of abandoned mines and ensure their reasonable benefits, and eliminate hidden safety dangers in a timely manner. ensure that the old debts are paid off. After restoration, the abandoned mine construction land can be used for industrial, commercial and other commercial purposes in accordance with the regulations. The restoration of construction land is the index of construction land for the decline of cultivated land, which can be transferred and used in the whole region with reference to the policy of linking the increase and decrease of urban and rural construction land. For the newly generated resources of the restoration project and the residual resources of the mine, after meeting the self-use of the project, the remaining resources can be uniformly sold by the people's governments of the city and county into the trading platform of public resources. For the historical Gufeng "Banbian Mountain" mine that has hidden safety dangers and affects the landscape, the people's governments of the city and county shall organize and evaluate, formulate a work plan, and carry out development-oriented management and ecological restoration for those with conditions. Encourage comprehensive utilization and promote intensive development

(11) to carry out comprehensive exploration and development. To improve the registration management of the transfer of associated mineral mining rights and the disposal of assets, except that the state and autonomous regions clearly stipulate that the situation shall not be changed, allow the exploration and mining of mining rights to be changed in accordance with the provisions, and encourage the implementation of comprehensive exploration and comprehensive development. Strictly review the geological reports and the plans for the development and utilization of mineral resources or mining design, and evaluate the associated minerals that have not been evaluated or can be developed and utilized, or the "three rates" of mineral resources development do not meet the requirements of the state, and if there are no feasible protection measures for mineral resources that cannot be used temporarily, they shall not pass the examination. (12) to increase the research and promotion of technology. We will step up technological innovation and tackling key problems in comprehensive development and utilization, strengthen the comprehensive recovery of rare, scattered and beneficial components such as gallium in bauxite red mud and indium in non-ferrous metal ores, and encourage comprehensive development and research on resources such as high-iron trihydrate bauxite, sedimentary bauxite, manganese carbonate and associated minerals such as bauxite and pyrite. (13) standardize the utilization of tailings and waste rock. To study and formulate policies and measures to strengthen the comprehensive utilization of tailings and waste rock. Build a number of typical demonstration projects and bases for comprehensive utilization of tailings, encourage the use of tailings to extract beneficial metal components, use tailings and waste stone to produce building materials, and use tailings and waste rock to fill goaf. Use sand and gravel produced by construction projects such as mountain opening, roads, tunnels and site formation to produce mechanized sand and gravel. If the tailings resources and mining waste rock within the scope of the mining right are recovered and utilized according to law within the period of validity of the mining right, there is no need to apply for mining registration separately. Where the mining right to form tailings resources and mining waste rock has been lost, on the premise of ensuring safety and protecting the environment, the tailings resources shall be transferred by the competent department of natural resources with the authority to transfer and register the mining rights in accordance with the procedures of the new mining rights, mining waste stones shall be incorporated into the public resources trading platform for sale by the municipal and county people's governments. The tailings resources cleared out by emergency discharge due to the safety of the tailing reservoir can be uniformly sold by the municipal and county people's governments into the public resources trading platform. The revenue from sales shall be brought into the unified management of finance. VI. Promoting system reform and improving management methods

(14) to improve the mode of resource management. Implement the classified and graded management of mining rights, and adjust the authority for the transfer and registration of mining rights at the autonomous region, city and county levels according to the types of mines. To comprehensively promote and optimize the market-oriented allocation of mineral resources elements, except that the state stipulates that resources can be allocated by agreement, in principle, all mining rights will be sold through bidding. We will steadily promote the competitive transfer of "net mining rights" and constantly expand the scope of pilot projects. From January 1, 2022, the transfer of "net mining rights" will be implemented for sand and gravel minerals in the whole region. We will improve the management system of mineral resources reserves and optimize the classification, review, filing, registration and statistics of mineral resources reserves. (15) innovate the way of supervision and law enforcement. People's governments at all levels and their relevant functional departments should strictly enforce the law and strengthen supervision and inspection, severely crack down on all kinds of violations of laws and regulations on resources and environment, such as environmental pollution, ecological destruction, unlicensed exploration and mining, cross-border exploration and mining, illegal exploitation, transportation, sale and use of sea sand. Integrate mining, safety, eco-environmental supervision and other information data, build science and technology management platform, and realize cloud inspection and supervision. Implement a reward system for reporting and encourage the public to participate in supervision. We will strengthen the construction of the integrity system and take joint disciplinary measures against the serious breach of trust of enterprises. We will promote public interest litigation in ecological civilization and establish a coordination mechanism for judicial law enforcement of resources and environment. VII. Strengthening organizational and policy guarantees

(16) strengthen organizational leadership. The relevant departments and units of the autonomous region shall, in the light of their work responsibilities, cooperate closely and push forward in coordination to form a joint force of work. (17) strengthen policy and financial support. We will improve the policy on the use of land and forests for mineral development, and explore the establishment of a model for temporary rolling occupation of cultivated land, especially permanent basic farmland, by open-pit mining of strategic minerals such as aluminum and manganese and dominant minerals in our region. Flexible land supply shall be implemented for mines that have the conditions for the transfer of land. We will integrate special funds for the development of natural resources and special funds for ecological and environmental protection, and give key support to mine ecological restoration, green exploration and exploitation, comprehensive recycling and other aspects. We will implement the policy of reducing and reducing resource taxes on mining associated ores, low-grade ores and tailings. In accordance with the principle of "who will sell, who will benefit", the proportion of income from the transfer of mining rights should be adjusted to further tilt to the location of resources and ethnic minority autonomous counties. After the preliminary work funds arising from the transfer of "net mining rights" are allowed to be accounted for by the department in charge of natural resources, they shall be incorporated into the financial budget at the same level and managed in accordance with the relevant provisions of the financial budget. We will formulate and implement supporting policies for promoting the construction of green mines, incorporate funds for the management of green mines into the financial budgets at all levels, and give financial incentives to green mines that have achieved remarkable results. (18) to promote the consolidation of poverty alleviation and the revitalization of rural areas. We will increase investment in exploration in relatively poor areas, and financial exploration funds will give priority to mineral resources investigation and exploration projects in relatively poor areas. To establish an incentive mechanism for cities and counties that have achieved remarkable results in the development and utilization of mineral resources to consolidate poverty alleviation and rural revitalization, priority support and preference should be given to the allocation of mining rights indicators in mineral resources planning and the adjustment of sand and gravel mining rights indicators reserved in the autonomous region. (19) strengthen accountability for assessment. Strictly investigate the responsibility, and seriously investigate the responsibility of the relevant units and personnel for those who do not conscientiously perform their duties, dereliction of duty, illegal examination and approval, weak supervision, etc., which cause confusion in the management of mineral resources, damage to the ecological environment, and frequent violations of laws and regulations; if they are suspected of committing crimes, they shall be transferred to judicial organs for handling in accordance with the law.
