At the market level, People's Daily published an in-depth report on the hydrogen energy industry on August 31, revealing that compared with 2020, the cost of hydrogen fuel cell vehicles and fuel cell systems has dropped by 80%, with system power entering the 300 kW class. By the end of 2025, cumulative sales of hydrogen fuel cell vehicles in China reached nearly 40,000 units. According to industry statistics, in H1 2026, China's domestic fuel cell vehicle production was approximately 500 units and sales approximately 700 units, down 59.9% and 50.1% YoY respectively, indicating the vehicle market remains in a phase of cyclical adjustment.
I. Project-Related Developments
Inner Mongolia Huadian Darhan Muminggan Joint Banner 1 GW Wind-Solar Hydrogen Production Integrated Project: China Energy Engineering Group Tianjin Electric Power Construction won the bid for the PC construction general contracting Section 2 of the project, with a winning bid amount of approximately 1.205 billion yuan. The project is the largest green hydrogen project under construction in China, located in Darhan Muminggan Joint Banner, Baotou City, and is a key part of the "West-to-East Hydrogen Transmission" strategy. The new energy side of the project plans to build 1 GW in the first phase (700 MW wind power and 300 MW PV), supported by 100 MW/200 MWh LFP energy storage and two 220 kV step-up substations. The hydrogen production side plans to build 83 units of 1000 Nm³/h, 1 unit of 2000 Nm³/h, and 1 unit of 3000 Nm³/h alkaline electrolyzers, with an annual hydrogen production capacity of 47,000 mt. The hydrogen storage side will be equipped with 25 units of 2000 m³ hydrogen spherical tanks, providing a hydrogen storage capacity of 650,000 standard cubic meters. Tianjin Electric Power Construction is mainly responsible for the construction of 383 MW of wind and solar power projects (250 MW wind power + 133 MW PV), the hydrogen production station, and the 220 kV main step-down substation. Section 1 was won by China Huadian Engineering Co., Ltd. The project is planned to be officially put into operation on August 25, 2027.
Regenerated Green Hydrogen Horqin Left Middle Banner 300,000 mt Wind-Solar-Hydrogen-Ammonia Integrated Project (Hydrogen Production Portion): Recently obtained filing approval. The project is located in Baolongshan Industrial Park, Horqin Left Middle Banner, Tongliao City, Inner Mongolia. It plans to build a water electrolysis hydrogen production plant and storage facilities, equipped with 16 sets of alkaline water hydrogen production units (each unit with 4 units of 1200 Nm³/h electrolyzers) and 4 sets of PEM hydrogen production units (each unit with 4 units of 250 Nm³/h electrolyzers), with a total hydrogen production capacity of 80,800 Nm³/h and an annual green hydrogen output of 35,000 mt. Main construction includes water electrolysis hydrogen production workshops, hydrogen storage tanks, and other supporting facilities.
Gemeng Yihe New Energy Chahar Right Front Banner Wind-Solar Hydrogen Production Integrated Project (Phase I): The second tender for complete equipment procurement for the hydrogen production end of the project was terminated, involving an amount of approximately 144 million yuan. The reason for cancellation was that "the winning bidder failed to sign the contract with the bid inviter within the time specified by the bidding law."The project plans to adopt 50MW wind power off-grid hydrogen production, installing 36 sets of 250Nm³/h PEM hydrogen production packaged equipment, with rated hydrogen output of 9,000Nm³/h and maximum output of 10,800Nm³/h, making it the largest PEM electrolyser tender project in China in 2025.
Fujian Haiqing Technology Hydrogen Energy Application Scenario Innovation Verification Platform Project: The full text of the Phase I environmental impact assessment report was recently published for public comment. The project is located in the Gulei Petrochemical Park of the Zhangzhou Gulei Economic Development Zone, with a total investment of 105 million yuan and approximately 20.19 mu of newly added land, serving as the Phase II expansion project of the Fujian Province Green Hydrogen Pilot Base. The project focuses on building pilot-scale functional zones in areas such as green hydrogen consumption, industrial by-product hydrogen utilization, storage and transportation technology, and green chemicals. Phase I involves three pilot functional zones (two green ammonia synthesis pilots and one industrial by-product hydrogen purification pilot), with the pilot base operating on an annual basis of 8,000 hours.
Chongqing Municipality 2026 First Batch of Proposed Hydrogen Refueling Station Projects: The Chongqing Municipal Economic and Information Technology Commission published the review results for hydrogen refueling station construction projects (first batch of 2026), involving four hydrogen refueling stations: the project to add hydrogen refueling functions to the left and right gas stations at the Suiyu Expressway Tongnan Service Area (Shuangjiang Service Area) of PetroChina Chongqing Sales Branch (Tongnan District); the Chongqing Yuankun Hydrogen Energy Shuangbao Integrated Energy Station hydrogen production and refueling integrated station project (Jiangjin District); and the Chongqing Digital Transportation Industry Group Yurong Expressway Dazu Rock Carvings Service Area hydrogen refueling station.
Jiujiang Energy (Yumen) Wind-Solar-Hydrogen-Alcohol Energy Comprehensive Utilization Integrated Project: Bidding has commenced for the social stability risk assessment of the project. The project is located in the Yumen East Building Materials and Chemical Industrial Zone, covering an area of 1,540 mu, with planned construction of an annual production capacity of 60,000 mt of green hydrogen and 200,000 mt of green methanol synthesis plant, including water electrolysis hydrogen production and hydrogen storage units, a gasification unit processing 243,650 mt of biomass pellets annually, shift and purification units, and methanol synthesis and refining units.
Liaobin Economic Development Zone Public Pipe Gallery Supporting Hydrogen Pressure Pipeline Project: Around August 28, a design, procurement, and construction (EPC) tender was issued, with the bid inviter being Liaoning Bintou Industrial Development Co., Ltd., and a total project investment of 23.5555 million yuan. The project is located within the petrochemical park of the Liaobin Economic Development Zone in Panjin City, relying on the existing pipe gallery to construct two new hydrogen pipelines, one south and one north: the south line is approximately 3,500 meters long, and the north line is approximately 5,500 meters long.
Dongde Hydrogen Energy Green Hydrogen Coupled with CO₂ to Produce 100,000 mt/year Sustainable Aviation Fuel (SAF) Integrated Project: A single-source procurement for full-process consulting and technical services has been issued. The project is located in Yiwu County, Hami Prefecture, Xinjiang, with the service period covering the entire life cycle of project decision-making, survey and design, tender procurement, engineering construction, trial production, and product storage and transportation, as well as comparative demonstration of the full SAF process technology routes to ensure products meet SAF airworthiness standard requirements.
Jiangsu Natural Gas Co., Ltd. In-Service Natural Gas Pipeline Hydrogen Blending Adaptability Research Project: Bidding has officially commenced. The project targets the company's 520 kilometers of in-service natural gas pipelines, conducting material and welding hydrogen compatibility tests, hydrogen-blended transmission process simulation calculations, adaptability evaluation of key equipment and instruments, and station and line safety risk assessments, to determine the upper limit of hydrogen blending ratio for the entire pipeline system and provide technical support for the implementation of hydrogen-blended pipeline transmission projects.
Longyuan Power Zhangye Carbon Neutrality Industrial Base Wind-Solar-Hydrogen-Storage Integrated Hydrogen Production Project: This week, multiple equipment procurements advanced—the hydrogen storage tanks and ancillary facilities were awarded to LS Heavy Equipment for 9.58 million yuan, including four hydrogen spherical tanks with a nominal volume of 1,000m³ each and a design pressure of 3.3MPa(G); simultaneously, bidding was initiated for the procurement of two sets of 11,000Nm³/h hydrogen purification packaged equipment and supporting chilled water systems.
II. Policy Review
1. The Department of Economy and Information Technology of Hubei Province issued the "Hubei Province Action Plan for Accelerating the Large-Scale Commercialization and Sustainable Development of the Hydrogen Energy Industry (2026–2030) (Draft for Comments)", proposing to strive for the province's hydrogen energy industry scale to exceed 100 billion yuan by 2030, with hydrogen-powered vehicle promotion and application reaching 7,000 units, annual renewable energy hydrogen production reaching 30,000 mt, full coverage of the hydrogen refueling network, and the average end-user hydrogen price in major cities' market-based terminals reduced to around 25 yuan/kg.

FTXT Energy Technology Co., Ltd.: During the Interlagos Automotive Culture Festival in Brazil, FTXT Energy, together with its Brazilian partner GABBARDO and the authoritative technical research institution IPT, completed a full-chain closed-loop demonstration operation of hydrogen-powered heavy trucks covering "hydrogen refueling verification—real-world logistics transport—professional track test drive", achieving the debut of Chinese hydrogen-powered heavy trucks in Brazil and marking a new stage of moving from technical verification to scenario implementation. Doosan Fuel Cell Co., Ltd.: Signed a 501.4 billion won (approximately 2.474 billion yuan) phosphoric acid fuel cell supply contract with its US subsidiary HyAxiom, with products to be delivered successively to High Exham in the US from H2 2026 to H1 2028 for powering AI data centers within the United States. This marks Doosan's first entry into the US AI power market, with fuel cells serving as an important solution to the AI data center power bottleneck through the "behind-the-meter" (BTM) model.
