Progress on This Week's Recycling Incidents Was as Follows:

 

[Xiangyang City's 200kt Lithium Battery Cathode Material Precursor Project Launched] Recently, the Baokang Branch of Xiangyang Municipal Bureau of Ecology and Environment released the "Second Public Notice on the Environmental Impact Assessment for the 200kt Lithium Battery Cathode Material Precursor Project of Baokang Chufeng Chemical Co., Ltd.," marking the imminent launch of several hundred thousand tons of LFP capacity in Hubei. The project is located in the Gucheng Chemical Park in Xiangyang City. Baokang Chufeng Chemical Co., Ltd. plans to invest 6.2 billion yuan to establish a new lithium battery cathode material precursor project, achieving an annual production capacity of 200kt of iron phosphate and 1 million tons of compound fertilizer, along with the construction of related utility, auxiliary, storage, transportation, and environmental protection engineering.

 

[Hubei Yichang's New 60kt Power Battery Recycling Project Announced] Recently, the Yichang Municipal Bureau of Ecology and Environment released the "Second Public Notice on the Environmental Impact Report for the Annual Processing of 60kt Power Battery Regeneration, Recycling, and Second-Life Application Project of Yichang Banghui Circular New Energy Co., Ltd." The announcement indicates the project site is in the Wufeng Minzu Industrial Park in Yichang City, with a total investment of 48.88 million yuan. It involves constructing a 15,000 m² factory building and automated production lines for battery crushing, pole piece water washing, separator water washing, copper-aluminum separation, as well as dismantling, crushing, sorting of retired power batteries, and metal recovery. The project will be equipped with dust collection, waste gas purification, and wastewater recycling systems to achieve an annual processing capacity of 60kt of power batteries.

 

[Shandong's Annual Dismantling, Recycling, and Reuse Project for 50,000 Power Battery Packs Launched] Recently, the Dezhou Municipal Bureau of Ecology and Environment issued an approval announcement for the project by Shandong Green Energy Universe Low-Carbon Technology Co., Ltd., involving the annual dismantling, recycling, and reuse of 50,000 power battery packs. The project is located west of Dongyue Street and north of Leading Health in Qingyun County, Dezhou City. It will utilize an existing warehouse and lease the second floor of the workshop of Green Harmony (Shandong) Resource Recycling Co., Ltd. The project includes purchasing and installing two automated lithium battery production lines and two automated lithium battery dismantling lines, establishing an annual dismantling capacity of 50,000 retired vehicle power battery packs. It aims to produce 17,808.106 tons of small power lithium battery packs annually for second-life applications, portable mobile ESS, and household emergency ESS. The total project investment is 120 million yuan, including 100,000 yuan for environmental protection.

 

[Annual Processing of 100kt Waste Lithium Battery Comprehensive Utilization Project Launched in Shandong] The project involves an investment of 650 million yuan. Construction content includes crushing and sorting systems, oxygen-free pyrolysis systems, metal recovery and reuse systems, environmental protection systems, a technology center, and other supporting ancillary facilities. Upon reaching full production, the project will be capable of recycling and processing 100kt of waste lithium batteries annually, comprising 60,000 t/a of LFP cells and 40,000 t/a of ternary lithium cells. Utilizing advanced domestic waste lithium battery recycling technology, retired waste lithium batteries will undergo crushing, sorting, and pretreatment to achieve circular reuse of materials such as lithium, cobalt, nickel, and manganese. The processing of scrap lithium batteries involves individual battery cells only, excluding second-life application processes and hazardous waste disposal activities.

 

[Anhui Hefei 75,000 mt Lithium Battery Materials Recycling Project Announced] On December 3, the Ecological Environment Bureau of Hefei City, Anhui Province, issued an approval decision announcement for the "Annual Processing of 75,000 mt of Lithium Battery Materials Recycling Project by Anhui Xunying Renewable Resource Utilization Co., Ltd." The project is located in the Xinzhan High-tech Zone, Hefei City, Anhui Province. It involves the construction of three new production workshops, warehouses, office and auxiliary facilities, and the procurement of related production equipment such as crushers, linear vibrating screens, grinding machines, and pollution prevention facilities. The project will establish one dismantling production line, one battery cell crushing production line, three negative pole piece regeneration processing lines, and one scrap positive pole piece regeneration processing line. It will process scrap LFP battery cells, ternary lithium batteries, scrap anode material, and scrap cathode material. Upon completion, the project will have an annual processing capacity of 75,000 mt of lithium battery materials.

 

[Jiangsu 50,000 mt Scrap Lithium Battery Recycling Project Launched] On December 1, Dejia Environmental Protection's website released a draft environmental impact report for public comment for the annual recycling project of 50,000 mt of scrap lithium batteries by Jiangsu Dejia Circular Recycling Technology Co., Ltd. The project involves an investment of 110 million yuan and is located in Chengxi Town, Ganyu District, Lianyungang City, Jiangsu Province. It involves the construction of two new production workshops, one storage center, one R&D and quality inspection center, one second-life application production line, and two disassembly recycling production lines. Equipment such as scrap battery dismantling systems, battery performance detection systems, second-life application systems, and disassembly recycling systems will be procured. The project will establish an annual recycling capacity of 50,000 mt for scrap lithium batteries.

[SMM Analysis] This week, the energy storage battery cell market remained stable overall. The pullback in lithium chemical prices has not yet significantly transmitted to the battery cell side, and only some orders adopting a raw material linkage mechanism saw slight downward adjustments. The average price of 314 Ah battery cells remained around 0.365 Yuan/Wh. As the implementation details of the battery consumption tax have not yet been released, most battery cell enterprises have not yet uniformly raised prices. The additional tax costs may be shared through negotiation between upstream and downstream players in the industry chain. In terms of product structure, in H1, shipments of large-capacity battery cells above 500 Ah reached approximately 42 GWh, accounting for 8.6%. The market is still dominated by deliveries of 314 Ah products. As large battery cell capacity is gradually released in H2, the shipment share of these cells is expected to increase to around 15%.

On the supply side, mainstream producers kept their offers within RMB 440,000‑460,000 per tonne, while some physical deal prices have dipped to RMB 430,000‑440,000 per tonne. More low‑price offers emerged among traders, further depressing market psychological price levels. Cobalt carbonate, the raw material, remained under price pressure. Some offers have fallen below RMB 200,000 per tonne. Market trading nearly stalled with no valid transaction references available. Downstream cemented carbide enterprises are constrained by end‑user orders, showing no acceleration in raw‑material consumption and maintaining slow purchasing rhythms. Apart from long‑term contract orders, spot‑deal volumes are relatively limited. In terms of market sentiment, most participants adopt a wait‑and‑see stance, generally believing that no notable market improvement will materialize in the short term.
