It has strengthened the deterrence and warning of illegal acts such as fraud in the environmental assessment.
The Ministry of Ecology and Environment also issued the Circular on strengthening Law Enforcement in the clearance and rectification of fixed pollution sources permits and the Registration of pollution discharge permits, further standardizing the ways and contents of law enforcement inspection in the clean-up and rectification of fixed pollution sources and license registration. Since the beginning of this year, spot checks have been carried out on the quality of clean-up and rectification work, involving more than 700,000 pollutant discharge units, inspecting the submission of implementation reports submitted by 156200 licensed units before 2019, and urging them to submit annual and quarterly implementation reports on time.

In order to further strengthen the supervision of EIA and pollutant discharge permits and promote the institutionalization and normalization of supervision, the Ministry of Ecological Environment recently issued the Action Plan for the Supervision of Environmental Assessment and sewage discharge permits (2021-2023). Ecological and environmental departments at all levels are required to attach great importance to and conscientiously deploy, formulate and organize the implementation of their own administrative regional supervision action plan and 2021 work plan.
The Action Plan requires that ecological and environmental departments at all levels should focus on outstanding problems in key areas and industries, and focus on illegal acts that affect the effectiveness of source prevention of the EIA system, affect the full coverage of permits for pollution discharge from fixed sources, and are reflected by the masses in a concentrated manner, strictly investigate and deal with them in accordance with the law, severely crack down on and curb fraud, shoddy manufacturing, failure to implement EIA requirements, discharge without license, discharge without license, and other illegal acts. All localities shall formulate an action plan for supervision of their respective administrative regions from 2021 to 2023 and formulate and implement annual work plans on an annual basis. Ecological and environmental departments at all levels should carry out supervision around the two aspects of "quality" and "implementation". For the environmental impact assessment of construction projects, carry out random checks on the review of environmental assessment documents, the implementation of environmental assessment documents and approval requirements, and carry out random checks on the legal compliance of environmental impact assessment projects in the environmental impact registration form; in view of planning environmental impact assessment, carry out spot checks on the implementation of planning environmental impact statements in key areas; for pollution discharge permits, carry out random checks on the issuance, registration and implementation of pollution discharge permits.
In March this year, the Ministry of Ecology and Environment reported on the comprehensive treatment of medical waste that medical waste treatment in 22 cities across the country was overloaded, while 28 cities were operating at full load or close to full load, and the medical waste treatment system was facing a test. it is urgent to make up for the deficiency of medical waste treatment capacity. Following the announcement in August this year of investment in the central budget to support the building of national capacity for medical waste disposal, the National Development and Reform Commission recently announced that it would allocate another 2.68 billion yuan in the central budget.
