[announcement] General Administration of Customs: announcement on adjusting the way of Supervision and Control of Commodity weight Appraisal

SMM: recently, in order to further optimize the port business environment and improve the level of trade facilitation, the General Administration of Customs decided to optimize the way of supervision and control of the weight appraisal of imported commodities. Therefore, the General Administration of Customs issued a notice on adjusting the way of supervision and control of commodity weight appraisal. This announcement shall enter into force as of November 1, 2019. The announcement is as follows:

1. The current batch-by-batch weight appraisal of imported commodities by the Customs shall be adjusted to be implemented by the Customs in accordance with the application of the enterprise; if necessary, the Customs shall implement it in accordance with its functions and powers.

2. If the consignee or agent of imported commodities requires the Customs to issue a weight certificate, the Customs shall submit an application to the Customs, and the Customs shall apply for weight appraisal and issue a weight certificate according to the enterprise; if the consignee or agent of imported commodities does not need the Customs to issue a weight certificate, the Customs shall no longer carry out weight appraisal.

3. The consignee or agent of imported commodities shall truthfully declare the weight to the Customs, and the Customs shall carry out spot checks and verification on the declaration.
