EU Parliament Expands CBAM to Cover More Aluminum and Steel Products

[SMM Aluminum Express News] The European Parliament has backed a major expansion of the EU Carbon Border Adjustment Mechanism (CBAM) to cover downstream steel and aluminum products, moving the mechanism beyond primary and semi-finished materials into manufactured goods. Parliament adopted its negotiating position on September 15, with 464 votes in favor, 50 against and 159 abstentions. Products targeted include aluminum and steel wire, fasteners, springs and finished household goods, among a much broader list of metal-intensive products. The European Commission originally proposed adding 180 downstream steel and aluminum-intensive products from 2028, but Parliament supports an even broader scope.

[SMM Analysis] LME Aluminum Price Pulls Back Rapidly Before the Holiday, Then Recovers from Lows: Why Did It Fall Below $3,150/mt?
Since late September, LME aluminum prices ended their previous trend of fluctuating at highs and underwent a notable pullback around China's National Day holiday. The LME spot aluminum settlement price fell from $3,248.5/mt on September 28 to $3,204/mt on September 30, with the decline accelerating further in October. It dropped $84/mt in a single day on October 1 to $3,120/mt, and fell further to $3,109.5/mt on October 2. As of October 5, the LME spot aluminum settlement price had declined to $3,107/mt, a cumulative drop of $141.5/mt from September 28, or about 4.36%. Compared with the previous staged high of around $3,350/mt, the cumulative pullback exceeded $240/mt, a decline of about 7%. On October 6, the LME spot aluminum settlement price rebounded slightly to $3,134.5/mt, up $27.5/mt from the previous trading day, but remained significantly below the earlier high.
