Recently, the outline of the 15th Five-Year Plan for National Economic and Social Development of Luding County was released. Centering on the conversion of clean energy advantages, the plan systematically lays out the development path for the hydrogen energy industry, explicitly supports Huadian Luding Hydropower Station in exploring and piloting hydrogen production technologies, and plans to build a hydrogen energy park and hydrogen transmission pipelines to create a regional green hydrogen supply base.
"Hydropower + Hydrogen Energy" Model: Building an Integrated Green Hydrogen Supply System within the Park
The plan proposes to take the construction of the hydrogen energy park as the core vehicle, deepening the "hydropower + hydrogen energy" development model. Relying on the hydrogen energy laboratory of Huadian Luding Hydropower Station, it aims to build a prefecture-level and provincial-level hydrogen energy technology center, and advance the layout of hydrogen production and hydrogen refueling stations within the hydrogen energy park in the eastern area of Ganzi Prefecture.It plans to build a 5-kilometer hydrogen transmission pipeline and supporting facilities for hydrogen production and refueling, establishing an integrated green hydrogen supply system within the park and creating a regional green hydrogen supply base.
At the same time, the plan explicitly supports Huadian Luding Hydropower Station in exploring and piloting low-cost, safe, and reliable hydrogen production technology pathways, planning the site selection for hydrogen production, refueling, and storage plants as well as the network layout of hydrogen refueling stations, and promoting the extension and expansion of clean energy into the hydrogen energy field. It also actively evaluates the implementation of the Dagangshan pumped-storage hydropower station project to shore up the shortcomings in clean energy storage.
Full-Chain Hydrogen Supporting Facilities: Building an Integrated Base for Production, Storage, Transmission, and Refueling
The plan deploys full-chain hydrogen supporting projects, explicitly statingthe completion of the Luding integrated base for hydrogen production, storage, transmission, and refueling, the laying of cross-regional trunk hydrogen transmission pipeline networks, and the deployment of hydrogen refueling stations across the entire area; it also includes supporting hydrogen infrastructure hardware and supports the demonstration rollout of hydrogen-powered vehicles in parks, scenic areas, and urban-rural settings.
In cultivating new growth poles for green energy, the plan proposes leveraging Luding's clean energy advantages such as hydropower to explore diversified pathways for hydrogen production through water electrolysis, jointly build hydrogen transmission and distribution pipeline networks with Kangding, construct supporting hydrogen refueling facilities, and promote demonstration applications of hydrogen energy in the industrial and transportation sectors. It also lays out green solar panel mounting bracket projects, introduces manufacturers of clean energy components such as wind turbine blades and energy storage equipment, builds a regional logistics support base for clean energy equipment, and promotes the development of industries such as water electrolysis for hydrogen production and air separation for nitrogen production at the Deyi China National Petroleum emerging industry base.
"Hydrogen Energy + Transportation" Scenario: Piloting Hydrogen-Powered Sightseeing and Logistics Vehicles
The plan simultaneously lays out a demonstration cluster for "hydrogen supporting facilities + green industry," centered on the Bairiba hydrogen energy project in Luqiao Town, linking hydropower resources to develop full-chain supporting facilities for production, storage, transmission, and utilization, and concentrating technology, projects, and talent in the cluster through policy preferences and factor guarantees.Focusing on the "hydrogen energy + transportation" scenario, it will pilot hydrogen-powered sightseeing vehicles and logistics vehicles on scenic area and urban-rural commuter routes, and improve policy support and financial assistance systems.
The plan also deploys innovative application projects for green hydrogen energy storage, leveraging the county's hydropower and solar resource advantages to build hydrogen energy technology R&D platforms and hydrogen energy expert workstations, with a focus on tackling high-altitude hydrogen storage and low-temperature refueling technologies, expanding demonstration operations of hydrogen-powered commuter and sightseeing vehicles, and concentrating on technology conversion and scenario operations.
Industry Cultivation and Institutional Safeguards
In terms of industry cultivation, the plan proposes accelerating infrastructure construction in the park, actively integrating into the development layout of the Sichuan Ganzi Economic Development Zone, attracting manufacturers of clean energy components such as hydrogen energy to settle in, providing component supply and technical services for wind power, PV, hydrogen energy, and energy storage scenarios within the prefecture, and building a new energy assembly and logistics base for the entire prefecture. Focusing on advantageous fields such as green manufacturing, cultural tourism integration, and specialty agriculture, it will advance the development of renewable energy-based hydrogen production, large-scale energy storage, and hydrogen energy equipment manufacturing industries, jointly build an important clean energy base and green mine base in the eastern part of the prefecture, and jointly improve the integrated generation-grid-load-storage industry chain.
In terms of institutional safeguards, the plan explicitly cultivates supporting industries for clean energy, and regarding issues such as approval of essential procedures and safety supervision for the development of the hydrogen energy industry, it will actively coordinate with prefecture-level departments, study and formulate local interim management measures, and provide institutional safeguards for the standardized and orderly development of the hydrogen energy industry.
The release of this plan outline has defined the direction and path for the development of the hydrogen energy industry in Luding County during the "15th Five-Year Plan" period. The deepening of the "hydropower + hydrogen energy" model, the creation of a green hydrogen supply base, and the expansion of hydrogen-powered transportation scenarios will provide strong support for the conversion of Luding County's clean energy advantages and its green and low-carbon transformation.
