Recently, the New International Land-Sea Trade Corridor hydrogen corridor successfully completed China's first full-chain cross-border road test of a Negotiable Cargo Document (NCD) under the United Nations Convention on Negotiable Cargo Documents. In this test, hydrogen-powered heavy-duty trucks equipped with SinoHytec fuel cell power systems served as the main transport force, carrying general machinery equipment from Chongqing, exiting via the Youyi Pass port, and ultimately arriving in Vietnam. This achieved deep integration of institutional innovation and green hydrogen transport capacity, marking a key breakthrough in the title document function of cross-border road transport documents.

Test Overview and Route Background

The cargo in this test was general machinery equipment worth approximately 600,000 yuan, transported along the Chongqing-Guizhou-Guangxi hydrogen corridor—China's first long-distance, high-elevation-difference, regularly operated cross-border hydrogen heavy-duty truck trunk line. The route spans 10 prefecture-level cities across three provinces—Chongqing, Guizhou, and Guangxi—covering a total distance of 1,150 kilometers. It serves as a benchmark practice of "institutional innovation + green transport capacity" working in tandem, providing a Chinese practice sample for the innovation of global land trade rules.

NCD: Addressing Pain Points in Land Cross-Border Trade Financing

For a long time, in international trade, only ocean bills of lading have had full title document effect, while road and rail waybills have served merely as proof of transport receipt, lacking the legal attributes for pledging or transfer. This has caused large amounts of capital to be tied up while goods are in transit for cross-border land trade enterprises, with difficulties in liquidating accounts receivable and high financing costs becoming common pain points for foreign trade enterprises.

The NCD is a new-type digital credit instrument born under the framework of the United Nations Convention on Negotiable Cargo Documents, extending the effect of title documents to all transport scenarios including road, rail, and multimodal transport. Simply put, an NCD represents ownership of goods in transit, can be endorsed and transferred, and can be pledged to financial institutions for financing. While goods are still in cross-border transit, enterprises can obtain trade financing with this document, activating the value of in-transit goods and accounts receivable, reducing the pressure of large advance payments, effectively lowering the financing threshold and overall capital costs of cross-border trade, and injecting financial vitality into land cross-border trade.

Previously, land cross-border trade faced the dilemma of "goods on the road, assets dormant"; with the implementation of NCDs, it has truly achieved "goods traveling a thousand miles, assets traveling with them." The real implementation of this new trade rule system cannot be separated from stable and reliable cross-border physical transport capacity as the underlying support. A new trade document system cannot remain merely on paper; it must rely on a real logistics closed loop to verify the feasibility of the entire process across customs, finance, and law. This NCD full-chain test relied on the mature hydrogen corridor trunk line network, with SinoHytec fuel cell power systems serving as the key hardware cornerstone for the implementation of institutional innovation.

To date, the New International Land-Sea Trade Corridor hydrogen corridor trunk and branch lines have cumulatively operated over 10,000 vehicle trips; the Chongqing–Guizhou–Youyi Pass bidirectional trunk line has achieved regular two-way flow, with 110 vehicle trips completed and a total cargo value of 165 million yuan.
