This week, China’s alkaline electrolyser market capacity remained at 43.77 GW, and the PEM electrolyser market remained at 6.96 GW.

Shaanxi Xingran Technology’s independently developed 500 Nm³/h large-power PEM hydrogen production equipment successfully completed process finalization and full-process engineering verification, and officially entered mass production, with an annual capacity of 2 GW;

The equipment for the 10 Nm³/h alkaline water electrolysis hydrogen production unit project in Weda Bay, Indonesia, undertaken by Aofeite Gas Equipment Co., Ltd., was delivered offline;

The 1,000 Nm³/h alkaline electrolyser at the Changshu production site of Beijing Mingyang Hydrogen Energy Technology Co., Ltd. was delivered offline;

Wenshi Hydrogen Energy delivered its self-developed AEM hydrogen production equipment to a leading Chinese lithium battery producer.

I. Project-Related Developments

Zhongke Yaxin Green Hydrogen Energy (Songyuan) Co., Ltd.: Zhongke Yaxin Green Hydrogen Energy (Songyuan) Co., Ltd. published public information on its water electrolysis hydrogen production project. The project is located in Songyuan Petrochemical Park, Songyuan City, Jilin Province, with a total investment of 1.754 billion yuan and an area of 6.94 hectares. Construction is planned to start in April 2027 and be completed in October 2028. A new 65,900 mt/y water electrolysis hydrogen production unit will be built, equipped with 87 units of 1,000 Nm³/h alkaline electrolysers and supported by a 20,000 m³/h circulating water station, a sewage lift pumping station, a refrigeration station (4×3,400 kW electric compression chillers) and other facilities. The company was established in August 2026 and has registered capital of 10 million yuan. Its affiliate, Zhongke Yaxin Guanghe (Xinjiang) Energy Co., Ltd., is advancing an industrialisation demonstration project for high-efficiency all-green-energy upgrading of 1.6 million mt/y of imported solid pitch (supported by 1.5 GW of wind and solar power generation and water electrolysis hydrogen production facilities, with annual output of about 65,000 mt of green hydrogen).

Zhongneng Yida (Hebei) New Energy Co., Ltd.: The Shijiazhuang Municipal Administrative Approval Bureau released a public notice on the acceptance of a new 400,000 mt/y sustainable aviation fuel (SAF) hydrogenation project. The project is located in the South Zone of Hebei Shenze Economic Development Zone, with a total investment of 1.854 billion yuan, including 204 million yuan of environmental protection investment, and covers an area of about 230 mu. The project plans to build one 400,000 mt/y sustainable aviation fuel hydrogenation unit, supported by a 30,000 Nm³/h hydrogen production unit, a 12 mt/h sour water stripping unit, and raw material tank farms, product tank farms and other facilities. Using gutter oil, acidified oil, waste cooking oil, animal and vegetable waste oils and first-generation biodiesel as raw materials, the project will produce bio-jet fuel and biodiesel, with a construction period of about 18 months. The company is wholly owned by Sanjiu Enterprise Group (Shenzhen Nanfang Pharmaceutical Factory), and the project has been included on Hebei province’s 2025 list of provincial key construction projects.

Gansu CGN Wind Power Co., Ltd.: The Gansu Provincial Department of Ecology and Environment published a public notice on the environmental impact assessment approval opinion for the CGN off-grid hydrogen production coupled with 50,000 mt/y synthetic ammonia project (hydrogen/ammonia part) in Guazhou County. The project is located in the Liugou Coal Chemical Industrial Park in the Guazhou County Industrial Concentration Zone, Jiuquan City, covering about 228 mu, with an estimated total investment of about 948 million yuan. The hydrogen production system will be equipped with 25 sets of 1,000 Nm³/h electrolysis-based hydrogen production equipment and 150,000 Nm³ hydrogen storage facilities (six 2,000 m³ hydrogen spherical tanks); the air separation unit will be equipped with a 5,200 Nm³/h cryogenic nitrogen generation unit; the ammonia synthesis unit is designed for 62,000 mt/year, and after considering wind and solar power fluctuations, actual annual liquid ammonia production will be 50,400 mt, with by-product oxygen of 80,800 mt/year and hydrogen of 1,234 mt/year.

Zhensheng Biotechnology (Inner Mongolia) Co., Ltd.:The Dalad Banner Development and Reform Commission issued a letter approving the cancellation of four projects including the biomass green hydrogen and bio-based materials industrialisation project. The project had been filed only on August 14, located in the Dalad Banner Economic Development Zone, Ordos City, with a total investment of 450 million yuan, and was originally planned to produce 65,000 mt of green hydrogen, 300,000 mt of biomass alloy slurry, 30,000 mt of new humic acid organic mineral substrate, and 36,000 mt of guaiacol humic acid multi-nutrient medicinal fertilizer annually. Only about two weeks elapsed between filing and cancellation.

HNH Energy (Chile):Chile's Environmental Assessment Commission (COEVA) unanimously approved the environmental assessment for HNH Energy's integrated green ammonia production and export project, with an expected investment of $11 billion, making it the largest single investment project approved in the history of Chile's environmental assessment system. The project is located in San Gregorio, Magallanes Region (about 120 km northeast of Punta Arenas), and comprises five major parts: a green hydrogen and green ammonia processing plant, a supporting wind farm, import and export port, ammonia storage facilities and a seawater desalination plant. It will use green hydrogen and nitrogen from the air to synthesize ammonia, initially targeting exports to international markets.

Guangdong Zhaohydrogen Energy (Qingyuan):The Guangdong Qingyuan Zhaohydrogen project with a total investment of 6.6176 million yuan and annual production of 160 million m³ of hydrogen-blended gas was filed.

II. Policy Review

1. After the Ministry of Industry and Information Technology, the Ministry of Finance and the National Development and Reform Commission announced a new batch of pilot city clusters for comprehensive hydrogen energy application, various localities successively announced their inclusion. As of now, at least 19 cities have confirmed their inclusion: in the Northeast China (including eastern Inner Mongolia)-Yangtze River Delta city cluster, the four cities of Changchun, Siping, Songyuan and Baicheng in Jilin Province are mainly responsible for large-scale supply of green ammonia and alcohols and promotion of fuel cell vehicles, while Jiaxing in Zhejiang Province is the only participating city in this cluster; the Yellow River Jiziwan-Central China city cluster involves 12 cities in six provinces (autonomous regions), with Ordos and Zhengzhou as the dual cores, and Zhengzhou, Pingdingshan and Puyang in Henan were selected; Xiamen joined the Greater Bay Area city cluster led by Guangzhou; Cangzhou was included in the Beijing-Tianjin-Hebei city cluster led by Beijing Daxing District. The second batch of pilots focuses on cross-regional coordination, resource complementarity and scenario linkage, requiring localities to implement the four lists covering hydrogen technology and equipment breakthroughs, hydrogen projects in industry, fuel cell vehicle promotion and hydrogen refueling station construction.

2. The General Office of the Shanghai Municipal People's Government issued the "Shanghai Strategic Emerging Industries Development '15th Five-Year' Plan" (Shanghai Government Office Document [2026] No. 19), which lists green fuels among the 10 future-oriented frontier technology directions, proposes to promote integrated development of storage, refueling and use segments across the industry chain of efficient hydrogen-based energy sources such as green hydrogen, green ammonia and green methanol, accelerate breakthroughs in manufacturing of high-efficiency electrolysis-based hydrogen production equipment, and advance breakthroughs in new synthesis technologies for green fuels; accelerate R&D and commercial application of clean energy vessels such as marine nuclear-powered and hydrogen fuel cell ships; promote breakthroughs in hydrogen-blended combustion technology for industrial gas turbines; and promote demonstrations of industrial scenarios such as hydrogen energy storage backup power supply.

3. The Shanxi Provincial People's Government issued the "Shanxi Province '15th Five-Year' Plan for High-Quality Development of the Private Economy" (Shanxi Government Document [2026] No. 18), proposing to leverage the role of leading private enterprises in niche fields, focus on multi-point breakthroughs in key technologies such as hydrogen production, hydrogen refueling and hydrogen applications, and accelerate overall industrial breakthroughs and scale conversion, striving to ensure that private enterprises account for a certain share of the 10-billion-yuan-level industries in hydrogen energy and future materials by 2030.

4. The Development and Reform Commission of Xinjiang Uygur Autonomous Region, together with the Department of Industry and Information Technology and the Department of Commerce, jointly issued "Several Measures on Promoting Effective Investment in New Energy and Improving New Energy Utilization Rates in Xinjiang" (Xinjiang Development and Reform Energy [2026] No. 593), proposing to expand the development path for the green hydrogen, ammonia and methanol industry, accelerate cultivation of the green hydrogen-based energy industry chain, promote construction of green hydrogen, ammonia and methanol production sites on the northern slope of the Tianshan Mountains, expand application of green hydrogen in coal chemical, petrochemical, metallurgical, transportation and other fields, accelerate construction of national-level hydrogen energy demonstration projects such as the high-efficiency coupling of green hydrogen production and coal-to-natural gas in Zhundong, and seek support from central budget funds for energy conservation and carbon reduction and local government special bonds.

5. Guangdong Province issued relevant policies, focusing on supporting green electricity direct connection for industries such as green hydrogen, ammonia and methanol.

6. Chengdu abolished the "Implementation Rules for the 'Chengdu Hydrogen Valley' Ten Policy Measures".

7. The Handan Municipal Bureau of Industry and Information Technology released a public notice on the allocation plan for reward funds for the fourth-year fuel cell vehicle demonstration application in Handan.

8. The National Energy Administration signed a cooperation document with Jordan's Ministry of Energy and Mineral Resources, under which the two sides will cooperate in hydrogen energy and other fields.

III. Corporate Updates

China National Chemical Engineering Co., Ltd.:In its business briefing for January to July this year, it signed a total of 3,153 contracts with a contract value of 224.932 billion yuan. Among them, there were five major hydrogen contracts each worth more than 500 million yuan, totaling 4.816 billion yuan, including: China Wuhuan signed a 1.329 billion yuan chemical EPC contract for the Jiyuan (Siping) Lishu wind and solar-to-green-hydrogen biomass coupled green methanol project; China Chemical Huayi signed an 816 million yuan general engineering contracting contract for the Xinjiang Zhuofeite Smart Hydrogen Energy Industrial Park project; China Chemical No. 11 Construction signed a 925 million yuan PC contract for the hydrogen production portion of the wind-solar hydrogen production integration project of Inner Mongolia Shanyao New Energy in Dengkou County; China Tianchen signed a 1.236 billion yuan engineering general contracting contract for the 300,000 mt green hydrogen-alcohol aviation fuel chemical co-production project in Jidong County, Jixi City, Heilongjiang Province; China Chengda signed a 510 million yuan EPC contract for the methanol synthesis unit of the Xinjiang Shanneng Chemical Zhundong Wucaiwan 800,000 mt/year coal-to-olefins project.

Huadian Heavy Industries Co., Ltd.:released its 2026 semi-annual report, achieving operating revenue of 4.573 billion yuan, up 18.54% YoY; net profit attributable to the parent was 76.3949 million yuan, up 41.23% YoY. Hydrogen energy business achieved operating revenue of 203 million yuan, surging 1,453.72% YoY, making it the fastest-growing business segment by revenue; gross margin was 4.78%, up 154.24 percentage points YoY, mainly due to the concentrated execution of wind power hydrogen production projects in Diaobingshan, Liaoning and Urumqi, Xinjiang. The company has rolled off the production line the "Huahan" 500 Nm³/h PEM electrolyzer and the "Huazhen" 3,300 Nm³/h alkaline electrolyzer, and has laid out seven production lines for hydrogen production equipment and core materials in Tianjin, Caofeidian and Shenzhen.

Meijin Energy Co., Ltd.:released its 2026 semi-annual report, achieving operating revenue of 8.609 billion yuan, up 4.41% YoY; net profit attributable to the parent was -599 million yuan, with the loss narrowing by 11.11% YoY. Its hydrogen business has formed a closed loop covering the entire industry chain of "production-storage-transportation-refueling-use": the Qingxu Meijin Huasheng Phase I 2,000 Nm³/h and Guizhou Meijin 5,000 Nm³/h high-purity hydrogen projects are operating smoothly; after completion of Huasheng Phase II, total capacity is expected to increase to 12,000 Nm³/h; the Luanzhou Meijin 14,000 Nm³/h high-purity hydrogen project is under construction. The hydrogen vehicle operation platform holds a total of 1,105 fuel cell commercial vehicles of various types. As of end-June, more than 20 hydrogen refueling stations (including skid-mounted stations) had been built nationwide, and the newly built Meijin Shengjin Road hydrogen refueling station in Jiaocheng, Lvliang has a refueling capacity of 4,800 kg/12h.

Shenzhen Center Power Tech Co., Ltd.:released its 2026 semi-annual report, achieving operating revenue of 1.825 billion yuan and net profit of 48.0637 million yuan.

Jiangsu Guofu Hydrogen Energy Technology Equipment Co., Ltd.:completed shipment of key equipment for a 10 MW ALK-PEM hybrid hydrogen production system, targeting scenarios with large fluctuations in wind and solar power and leveraging the complementary advantages of ALK's low cost and large scale and PEM's wide load range and fast response; signed a green hydrogen purchase and sales intent agreement with South Korea's Hylium Industries, planning to supply 10,000 mt of green hydrogen to the Korean side each year, sourced from its planned 50,000 mt/year green hydrogen electrolysis plant and the supporting 20,000 mt/year hydrogen liquefaction line in Inner Mongolia and north-east China. Part of the hydrogen will be made into 6N-grade liquid hydrogen and exported to the South Korean and Japanese markets via dedicated liquid hydrogen carriers. Hylium's downstream customers include Samsung, SK Group and data center scenarios.

Nantong Ansizhuo New Energy Co., Ltd.:signed the company's first commercial order for a 100 kW-class AEM anion exchange membrane hydrogen production system, completed the "zero-to-one" leap in commercializing new AEM technology, and formed a dual technology track layout of "mature ALK industrialisation + cutting-edge AEM innovation".

Guohong Hydrogen Energy Technology (Jiaxing) Co., Ltd.:The Western Land-Sea New Corridor hydrogen corridor completed China's first cross-border road full-chain test under the United Nations Convention on Negotiable Cargo Documents (NCD document). Hydrogen fuel cell heavy trucks equipped with Guohong hydrogen fuel cell power systems handled the main transport, carrying general machinery equipment worth about 600,000 yuan from Chongqing, exiting through the Youyi Pass border crossing to Vietnam, with a total distance of 1,150 km, spanning 10 prefecture-level cities across Chongqing, Guizhou and Guangxi. As of now, the corridor's main and branch lines have cumulatively operated over 10,000 vehicle trips, and the Chongqing-Guizhou-Youyi Pass two-way main line has cumulatively operated 110 vehicle trips with a total cargo value of 165 million yuan.

Shanghai Shenli Technology Co., Ltd.:delivered 30 kW fuel cell power generation systems in batches to overseas clients.

Jiaze New Energy Co., Ltd.:together with Yonyou Network, held a kick-off meeting for an informatization project on green hydrogen-alcohol aviation fuel chemical co-production. Using the Yonyou BIP platform as its foundation, the project covers core modules including contracts, engineering, procurement and warehousing, and cost accounting, supporting the digital and intelligent transformation of green methanol, green ethanol and SAF businesses.

IV. Patent Applications

1.Sichuan Qingyan Energy-saving Technology Co., Ltd., Shenzhen Hangneng Hydrogen-Alcohol Energy Innovation Research Institute, and Chengdu Ruilingke Information Technology Co., Ltd. (China):published patent CN122561833A "A Process for Microwave-Induced Alcohol-Based Hydrogen Production". By using microwave radiation to induce activation of metal oxide catalysts to generate local high-temperature hot spots, combined with electromagnetic heating for preheating, alcohol reactants and steam undergo steam reforming reactions in a microwave cavity reactor to produce hydrogen, enabling efficient hydrogen production from organic matter under mild conditions.

2. Guangdong Yuntao Hydrogen Energy Technology Co., Ltd. (China):published patent CN122560794A "An AI Control Method and System for Fuel Cell Tractors Based on Route Planning". It predicts the operating conditions and power demand ahead of the tractor through a prediction network, establishes a fuel-lithium dual-energy characteristic model, and outputs the optimal fuel cell power distribution ratio and expected hydrogen consumption rate based on MPC predictive control, thereby achieving coordinated energy efficiency optimization of the two energy sources.

3.Jiangsu Enfang Zhixiang Technology Co., Ltd. (China):published patent CN122576250A "An Air-Cooled Hydrogen Fuel Cell System". The system uses fan wind pressure to convert liquid water from the reaction into steam, uses wind speed and phase change principles to remove heat inside the stack, and realizes water recycling through a hydrophilic humidification layer and siphon structure, thereby solving the contradiction between heat dissipation and humidification in air-cooled stacks.

4.Sungrow Hydrogen Energy Technology Co., Ltd. (China):obtained patent grant CN224628684U "Separation Device". The device adopts a multi-stage wire mesh droplet capture and cyclone structure, adapts to gas-liquid separation conditions at different power levels under variable-load hydrogen production, and separates hydrogen and water vapor more thoroughly.

5.Dalian Dichuang Hydrogen Energy Technology Co., Ltd. (China):obtained patent grant CN224647096U "A High-Pressure Alkaline Liquid Electrolysis System". By arranging a horizontal electrolytic alkaline liquid balance tank with a slider, the system separates the hydrogen-side and oxygen-side electrolytic alkaline liquid circulation loops, prevents hydrogen bubbles and oxygen bubbles from crossing into each other, and achieves pressure balance of the alkaline liquid on both sides.
