[EU] EU HRC buyers remained cautious about accepting higher prices due to sufficient inventories and uncertainty over Q4 end-user demand. According to feedback, export-oriented steel mills are facing continuously rising production costs and show a strong intention to hold prices firm. However, overseas demand remains mediocre, and buyers' expected price levels have not risen in tandem, making deals difficult to conclude.
