[Solar: US to impose Section 232 minimum import prices and 15% tariffs on polysilicon derivatives]

Published: Aug 07, 2026 08:35 (GMT+8)
The US president has issued a proclamation based on the Commerce Department’s Section 232 investigation, introducing import measures on polysilicon and its derivative products to protect semiconductor and solar supply-chain security. From Dec. 4, 2026, the US will apply a minimum import price mechanism of USD 21/kg for polysilicon, USD 100/kg for ingots and wafers, USD 0.22/W for solar cells, and USD 0.38/W for solar modules. The proclamation also imposes an additional 15% ad valorem duty on relevant polysilicon derivatives, with a 10% rate for UK products and a combined 15% tariff treatment for products from Japan, Korea, Taiwan Province of China, Switzerland, Liechtenstein and the EU. It also authorizes the Commerce Department to establish an onshoring incentive program for US polysilicon, ingot, wafer and cell production. SMM believes the measures, if implemented, would significantly raise the import price floor for solar products entering the US, strengthen the push for domestic manufacturing, and increase compliance and cost pressure on overseas module, cell and upstream material suppliers.

On October 8, the Guangzhou Municipal Ecology and Environment Bureau approved the environmental impact report form for the high-efficiency PV module renovation project of Gokin Solar (Guangzhou) Technology Co., Ltd.'s 101# module workshop. According to the document, the project is located at No. 2, Hejin Avenue, Automotive Industry Base, Huadu District, Guangzhou. It does not add new land, with a current total site area of 266,532.22 m² and a building area of 213,018.29 m². The facility is primarily engaged in PV module production. This project involves the renovation of the 101# module workshop, and after the renovation, the annual production capacity will be 27.826 million high-efficiency PV modules (12.5217 million N-type TOPCon single-glass 72P, 1.3913 million N-type BC single-glass 72P, 8.3478 million N-type TOPCon dual-glass 72P, and 5.5652 million N-type BC dual-glass 72P). The total project investment is 120 million yuan, of which 1.6 million yuan is allocated for environmental protection.

This week, a leading petrochemical producer raised the settlement price of PV-grade EVA from the previous cycle slightly to 11,300 yuan/mt. Cost side, raw material price fluctuations have narrowed recently but remain at a relatively high level, providing support for EVA costs. Meanwhile, some petrochemical units have successively entered maintenance, further tightening EVA supply. Foaming-grade EVA is also affected by tight supply, with prices continuing to rise, lending some support to the overall market. Overall, PV-grade EVA prices are expected to consolidate on a strong note in the short term.
